Ami Kozeli has been appointed head of the ARRSH.
Gentian Gjyli has been removed from the management of the Albanian Road Authority (ARRSH). He has been indicted by SPAK for the criminal offense of "violation of equality in tenders" and is currently under the security measure of "house arrest", by decision of the Special Court against Corruption and Organized Crime (GJKKO).
In his place, Ami Kozeli has been appointed head of the ARA. Kozeli was relieved of his duties as Deputy Minister of Infrastructure and Energy to take over the leadership of this institution.
Meanwhile, changes have also been made at the Albanian Power Corporation (KESH). Viola Haxhiademi has been appointed the new director of KESH, an institution previously headed by Ermal Elezi. Elezi is also under "house arrest" by decision of the GJKKO, accused of the criminal offense of "violation of equality in tenders".
Despite these movements in the direction of the institutions, both Ami Kozeli and Viola Haxhiademi will continue to be subordinate to the Deputy Prime Minister and Minister of Infrastructure and Energy, Belinda Balluku.
KESH Director Erald Elezi is accused of violating equality in tenders and the measure has been imposed on him for two tenders worth 210 million euros, the Llogara Tunnel and Lot 4 of the Greater Ring Road. He was Director of the Strategic Planning and Operations Directorate at the Albanian National Regulatory Authority (ARA) when the Llogara tender was held and a member of the Bid Evaluation Committee for the Greater Ring Road tender.
The head of the ARRSH, Gentian Gjyli, is accused by SPAK of "Violation of equality of participants in tenders or public auctions" and the security measure has been assigned only for the Llogara tunnel.
