Prosecutor General Olsjan Çela has indicated that prosecutors' offices have been facing a significant staff shortage for years.

Çela said that since 2015, but even more so during the vetting process, first-instance prosecutors' offices faced an increasing number of cases transferred due to absent staff, but today the aggravation has been curbed as the number of resolved cases is higher. Among other things, the prosecutor said that the entire staff has worked to avoid collapse.

The Prosecutor General stated that the vacancy problem is expected to be resolved in 2028 with new recruits, but this still poses problems, as the new prosecutors do not have the necessary investigative experience.

"It's been several years since the first-level prosecutor's offices have been operating with up to 40% absences. Currently, we are at 30% absences. We also have prosecutors moving due to careers, which is about 100 files that change prosecutors.

From 2015 to 2024, we have a doubling of the number of cases transferred, especially when vetting affected the first instances. Aggravation has been curbed. The number of cases developed is higher than the number transferred. This has been done thanks to several factors that have contributed. Initially, we worked with priorities, and thanks to the support of the Assembly, we filled the organizational structure with judicial officers.

Administrative measures were taken in agreement with other institutions. There has truly been a willingness and commitment from the prosecutors general to deal with this situation. They have sacrificed a lot in not at all normal conditions for their work. We are not in a normal situation, but we are in a situation where we have tried to avoid collapse.

"Maybe 2028 will be the final solution with the introduction of new prosecutors into the system. But this has a problem because the young people do not have the right experience. The lack of organizational culture that makes the integration of new arrivals into the system efficient. What will come with filling the vacancies, very soon we will have the inability to place them in suitable working environments," said Çela.
