In Saranda, after the recent arrests by the police, citizens have started to complain more than usual. But it seems that the system is not unprepared. On the contrary, it functions with an enviable "family coordination".

The latest case is related to a complaint about illegal construction, where citizens claim that police officer Mariglen Basho did not appear at the scene on time, but only after several hours of waiting and after complaints to the Vlora Directorate and the AMP.

Up to this point, you could say, normal institutional delay. But then comes the most "beautiful" part of the story. The prosecutor ready for the case turns out to be Esmeralda Basho, the first cousin of officer Mariglen Basho.

So, the citizen reports it. The police are late. The officer arrives a few hours later. Then the case goes to the prosecutor's office. And there, fortunately, it doesn't fall into the hands of some stranger, but remains within the family circle.

The question is simple: will Mariglen Basho's actions be investigated, or will they first get a family opinion? Will there be an impartial proceeding, or will the new principle, "police matters are resolved coolly and with relatives," be applied?

In a normal country, such a situation would immediately raise suspicions of a conflict of interest and a request to avoid the issue. But in Saranda, apparently, conflict of interest is not seen as a problem. It is seen as an ease of communication.

Now citizens are waiting to learn whether the law will be implemented, or whether family approval will be required in advance for police actions and inactions.

Because in the end, the problem is not just illegal construction. The problem is when the institution seems to act not as a state, but as a tribe.
