A theft on an industrial scale/ How Cadastre is extorting millions from citizens

What is happening is actually state theft on an industrial scale. It is not only the fast track applications, through which the Cadastre is extorting citizens. The same is happening with common applications.

Besnik P. is a citizen in Tirana, who needed a property certificate to get a bank loan. Because he needed the funds quickly, he decided to apply to the State Cadastre Agency with the accelerated "fast track" service.

The fast track service obliges the Cadastre to return an answer within 24 hours of making the application. In return, citizens pay a fee twice the normal fee. For example, in the case of the ownership certificate, from 5 thousand ALL which is the normal fee, 12 thousand ALL is paid with the fast track service. Besnik's application was made three weeks ago, but the answer has not come yet.

For several months, the Cadastre has been extorting thousands of citizens through application fees that it does not respond to. A notary in Tirana told Oligarkia.al that in his office there are currently over 50 fast track applications that have not been answered for weeks or receive the wrong answer.

"Every day in my office there are dozens of people asking for their money back. Because clients know that the fees are collected by the notary. But the Cadastre is stealing their money," said the notary, who did not want to be identified.

What is happening is actually state theft on an industrial scale. It is not only the fast track applications, through which the Cadastre is extorting citizens. The same is happening with common applications.

A large number of applications receive responses that are unrelated to the request. Word comes, a citizen applies for a property card, but the Cadastre issues an indicative map. Even though he has paid the fee once, the citizen is forced to pay again to get what he wanted.

In many cases the answer is that you have not filed the complete documentation.

"We make the applications by filing every required document, - continues the notary - but the Cadastre replies that the documents have not been filed." As a result, citizens are forced to apply again, paying the fee again.

In some cases, this may be repeated several times. Citizens pay the fees, but they don't get answers. There are millions and millions that are being extorted by inter-institutional corruption between the Cadastre and AKSHI./ Oligarchy
