The new law on social housing has been approved by parliamentary committees.
In the changes proposed to the assembly, among the most important is the inclusion of public administration employees in affordable housing. About 130,000 employees of the administration have the opportunity to apply for social programs in the respective municipalities. Also, public employees will have the opportunity to receive loans with a fixed rate of 3%, while the rest of the interest will be subsidized by the state budget.
Each state institution will examine the requests for housing loans of their employees, while new loan quotas will be approved every year by decision of the Council of Ministers. The loan is directly converted into a commercial loan in cases where the administrative employee resigns within five years of the loan approval or is dismissed for misconduct. In the meantime, the families of police officers killed in the line of duty will be treated with loans at 0% interest.
Also in the new law, the term new couple has been replaced with new family. However, the member of the new family who will apply to enter the housing program cannot be over 38 years old. There are also changes for the term family income, which according to the law will include those provided by wages, economic activity, interest on bank deposits, income from third parties, rents from real estate.
For social housing requests in each municipality, applications will now go to e-albania, where digitization is another key point of the new law.
Meanwhile, the law maintains the 3% tax for builders who obtain building permits over 2,000 square meters. If they cannot be provided as a physical surface, the law provides for compensation in value, which is deposited in the social housing fund. Municipalities in the design of housing programs will have to fill not less than 5% with families of Roma and Egyptian minorities. The law is already expected to be passed in the parliament, while some VKM are also expected that will determine the profitability criteria for public administration employees. /TCH
