The government has confirmed that it has not renewed the agreement on the concession of fiscal stamps.
The concession contract between the Ministry of Finance as the contracting authority and the companies "Sicpa Security Solutions SA" and "Sicpa Security Solutions Albania sh.pk", for the design, financing, design, production and establishment of a system for issuing, distributing, finding and monitoring of fiscal stamps and drug control stamps ends on December 31, 2024.
The service will be provided by the Securities Printing Office, according to a decision taken today by the government. " In decision no. 1497, dated 19.11.2008, of the Council of Ministers, "On the printing of securities", amended, after point 2, point 2.1 is added, with the following content: 2.1. From January 1, 2025 onwards, the company "Stypshkronja e Letrave me Vlerë", sh.a., is authorized for the production and distribution of fiscal stamps, according to the meaning of the law on excise duties in the Republic of Albania, against payment. 2. The Ministry of Finance transfers to the "Securities Printing" company, free of charge, all the data and assets, taken over by the concessionaire, according to the provisions of the concessionary contract "On the establishment and operation of the fiscal stamp system", between Ministry of Finance, as the contracting authority, and the companies "SICPA Security Solutions SA" and "SICPA Security Solutions Albania sh.pk", approved by law no. 10381, dated 24.2.2011, and amended by law no. 17/2023 ”, emphasizes VKM.
The concession of fiscal stamps was supposed to end on February 6, 2023, but the Assembly decided to postpone it until December 2024.
The extension of the deadline caused dissatisfaction among businesses, who complained that this concession had only increased the fiscal burden and had not served its purpose to fight evasion. The high tax stamp duty was strongly opposed by excise goods businesses, as it burdens production costs.
In Albania the tax stamp fee is 22.4 USD per 1,000 pieces, while in Europe the average price of fiscal stamps is 3 USD per 1,000 pieces, in Kosovo 2.2 USD. Local entrepreneurs pay almost twice as much compared to the average price of stamps in Europe.
Meanwhile, the company's claims were that the contract was postponed for a 10-year term, since the component of placing fiscal stamps on the drugs had not been implemented.
The stamp duty contract was approved by Parliament in February 2011 and has since been amended several times. The winner of the concession was "SICPA Security Solutions Albania".
