Aleksandër Frangaj, the owner of TV Klan, has purchased the White Roads Hotel from the Gjikuria company. The transaction was announced at the National Business Center, but the sale price was not made public. According to documents, the contract for the sale of shares in the White Roads Hotel shpk company was signed on April 24.
White Roads is a project that has received strategic investment status from the Strategic Investment Committee, headed by Edi Rama. The hotel, which is being built in the protected area of the Palasa Delta, extends over an area of over 33 thousand square meters.
Of these, 30,000 square meters were state-owned land, given to the Gjikuria company with the famous 1 euro lease contract, as a strategic investment.
White Roads is a tourist resort conceived as a multidimensional structure in accommodation and facility typologies.
The project consists of a hotel with 190 rooms, business & event units, flower greenhouses, sports facilities, children's areas, SPA, beach bar, casino and other service units.
According to the decision of the Strategic Investment Committee, the hotel is an investment of 21.3 million euros.
Land in a protected area?
The Strategic Investment Committee has made two decisions regarding the White Roads Hotel. The first decision was made in April 2022, through which the Committee granted Strategic Investment status to this project, but also granted it 9,000 meters of state land.
In this first decision, the Strategic Investment Committee itself emphasized that the project lies near the natural monument of the Palasa Stream Delta. “Since the beach area requested by the subject has a different form of management as it is located on the border of the Natural Monument “Palasa Stream Delta”, the supporting measure of allowing the use of the seashore and the relevant beach area in front of the complex cannot be approved by a separate decision by the Council of Ministers,” last year’s decision stated.
But in June 2023, the Committee made another decision for the White Roads Hotel, giving the Gjikuria company another 22,000 square meters of state land. In the second decision, the Strategic Investment Committee also changed the language about the protected area.
"Since the area where the investment will take place is located near the Natural Monument "Palasa Stream Delta", category III of protected areas, it is required that the investment project:
-not to touch and violate the MN “Delta of the Palasa Stream”, but to be implemented with the conditions of the environmental permit;
-electrical, water supply, sewage and any other lines must not extend and touch the surface of the Natural Monument;
-along the border with the Monument, the developer must carry out works by creating an environmentally friendly green belt (planting trees and bordering them with anti-erosion bars);
-the works to be carried out in this area will be continuously monitored by the Vlora AdZM in cooperation with the developer.”
As for the use of the seashore and the relevant beach area, the government has left the ball in the hands of the Ministry of Tourism.
"Given that the coordinates of the use of the seashore that refer to the project belong to different forms of management, the Ministry of Tourism and Environment is authorized, in cooperation with the competent institutions, to determine the possible areas that can be made available to this investment project as well as the respective legal regime according to the forms of management or other legal regulations," the new decision reads.
So, the government authorized the Ministry of Tourism to find ways to circumvent the natural monument problem to give the company access to the seashore and beach area. And the way was found. / Capital
