The Albanian Road and Traffic Administration (ARA) has published a plan of measures to restore traffic on the Librazhd-Prrenjas axis, attributing the landslide to intense rainfall and river erosion. In the meantime, the construction of an alternative road and interventions to divert the river are expected, but there is still no deadline for the full opening of the segment...

The Albanian Road Authority has published the plan of measures that will be taken to restore traffic on the Librazhd-Prrenjas axis.

Today, the head of the Albanian Railways, the head of the Geological Service, and representatives of the police and the Emergency Services appeared at a press conference. And as expected, the state bodies washed their hands of the situation, blaming nature for the collapses. Although the facts are clear that a mistake was made with the new axis, the head of the Albanian Railways, Ami Kozeli, in his speech, stated that the cause of the landslide was the heavy rains of recent weeks and natural erosion.

" After intensive field meetings with all institutions and experts in the field, as well as after analyzing photographic and topographical materials, it was decided to convene a joint Technical Council meeting with the Albanian Railways. From the analysis carried out, it results that the main cause of this situation remains the impact of intense and long-term rainfall, river erosion, and saturation of the land mass, which has led to an active massive landslide and no possibility for immediate intervention until the results of the geological report are received ," said Kozeli.

He further stated that at today's meeting, dated February 24, of the joint Technical Council between the Albanian Railways and the Albanian Railways, with the participation of academic staff from the Faculty of Civil Engineering, geologists from the Albanian Geological Survey, designers and supervisors in charge, the following decisions were made:

1. Construction of a new alternative road along the railway, in the Shkumbin riverbed, to enable traffic to pass until the landslide is fully stabilized. Immediate coordination with the Albanian Railways, the National Environmental Agency and the Water Resources Management Agency for the implementation of this road.

2. Demolition of the existing bridge, now out of service, and relief of the load on the body of the collapsed road until the creation of a natural escarpment that will enable intervention with drilling tools.

3. Systematization and discipline of surface waters in the entire area surrounding the landslide plan.

4. Diversion of the river flow that currently hits the railway body, to guarantee its protection, to avoid further deterioration of the situation.

Despite the measures, it is still not known when this axis will be functional. " The Librazhd-Prrenjas axis is a segment of strategic importance and its return to full function will only take place after we have guaranteed long-term stability of the terrain and infrastructure ," said Kozeli.

The head of the ARRSH came out in support of the ANK company, which is building the new road there. He stated that there has been no interference with the river, giving guarantees for it.

" IKMT has inspected the area. There is no violation by the contractor in the extraction of inert materials ," said the head of the ARRSH. Although Kozeli speaks with many guarantees, in fact, images from the field show that the company has interfered in the river basin. / Pamphlet
