
Lawyer Brikena Kasmi has analyzed the changes in the law on Protected Areas, focusing especially on the expropriations made by the state.
She said that owners whose property is taken for strategic or public investment are valued 20 times less than the market value. She said that a property that costs 1 million euros can be taken from the citizens by the state for 5 million new lek.
According to the lawyer, people who want to register a property as a Protected Area, with the new law, they risk losing it, as it can be alienated and pass into the hands of another investor.
"The value of the expropriated lands has deteriorated by 20 times from the market value. Ultimately, those people who had the trouble to expropriate their land lost it. Even if they bought that land for 500 thousand euros, or 1 million euros, and I have concrete examples of this, the state expropriates them with 4 million or 5 million new lek. This means that here there is an overstepping of the purpose of the Law on Protected Areas. Now with this law, you discourage the private person as he loses both the protected area and the property. So from his own hands to be careful, after he makes the request to return the property to the Protected Zone, he passes it into the hands of another person", said Kasmi in Euronews Albania.
