The Italian government is considering a new fiscal measure aimed at attracting pensioners living abroad, including those in Albania.

According to an article published by Corriere della Sera, an amendment proposed by the majority envisages the imposition of a reduced tax of 4% on pensions for those who decide to return and live in Italy.

The scheme foresees that beneficiaries transfer their fiscal residence to Italy and settle in small areas, with less than 5 thousand inhabitants. The fiscal relief will last for a period of 15 years, with the aim of promoting long-term rather than temporary repatriation.

The Italian initiative aims at two main directions: to bring back some of the pensioners who have left for fiscal reasons and to stimulate the economy of abandoned areas. According to INPS data, in 2025 the number of pensioners in the international regime reached 675 thousand, with a significant part benefiting from more favorable conditions outside Italy.

Among the countries that have benefited from this movement is Albania, where a significant increase in Italian pensioners has been recorded in recent years.

Albania at risk of losing its fiscal advantage

Albania has been an attractive destination for Italian retirees mainly due to the exemption from taxes on foreign pensions, a policy applied since 2021. Currently, it is estimated that around 3 thousand Italian retirees live in the country, bringing over 130 million euros per year to the economy.

However, the situation may change. Recent legal changes have weakened the basis for tax exemption and the Albanian government is considering imposing a tax of up to 15% on this income. Although there is still no final decision, the uncertainty has created concern among the Italian community.

If Italy implements the 4% tax and Albania imposes a higher fiscal burden, the competitive balance could be overturned. Retirees, who often choose a destination based on a combination of taxes and cost of living, may reconsider their decisions.

Informal surveys show that a portion of pensioners in Albania may move to other countries in the event of a tax increase. In this context, Italy not only aims to bring them back, but also to curb the "fiscal exodus" to countries like Albania. /Pamphlet

    Po, edhe mund te behet. Bechetti i mori milionat e € dhe i paketoi si " blloqe fiskale". Me pas me TV dhe sojin dhe sorrollopin ftuan te gjithe " artistet gypsies " qe lidhin artin me turizmin, dhe u konsideruan " pleqte e gjadrit". Me pas, shembullin e Bechettit e ndoqen sipetmarresit e tjere italiane. Stafin e regjistruan si " pensioniste" ndersa "blloqet e € " qsrkullonin si kapital dhe shumefishoheshin, pasi u lane dhe u shplane me ndertimet, me TV dhe turizem... Post Scriptum: Tani qe qeverise qe gjunjezohet i mbeti " kopili ne dere", erdhi koha qe pensionistet " te ndjekin udhen e Zotit, ate te eksodit", bashke me pensionet e tyre, sepse e kane punuar shume.... Kur funderrinat e Evropes, vijne te lahen e te shplahen ne Shqiperi...
