For the first time since the migratory waves of the 1990s, Albania has regained the front page of Italian newspapers. Too bad the tune wasn't the best. With that theatrical vocation typical of an artist devoted to politics (or a politician devoted to art, depending on your point of view), Albanian Prime Minister Edi Rama came to Rome to sign an agreement with Italian Prime Minister Giorgia Meloni in exchange for nothing. .

Italy, perhaps, will do in Albania what it can do with lower costs and greater respect for international law on its territory. For negligible numbers and with unprecedented management complications and humanitarian violations. Albania, in return, will have a few photos of its prime minister on the front pages of newspapers in Italy and nothing more.

According to some Italian newspapers, the bilateral agreement between the two countries on the recognition of pension rights would also be on the table for exchange. But as usual, our newspapers feel the irresistible need to write without going deeper. The pension agreement between Italy and Albania has already been written and financed. If it has not yet become a reality, it is because, apparently, the two governments, including the one in Tirana, do not care much.

It is not difficult to solve this story, just read the sources. The 2022 budget law allocated 136.5 million over ten years, starting on January 1, 2023, to finance that agreement. After that, from 2032 onwards, there will be 20.3 million per year to deal with recognizing the rights of people from one of the two countries working in the other. Thanks to this funding, Italy and Albania quickly completed the negotiation process to reach a joint text of a social security agreement, signed on July 26, 2022 in Tirana.

But what happened to the already funded Italy-Albania pension agreement?

After that, what happened? What happened was that Draghi fell and the two governments could not sign the competent ministers for that text, which had already been signed by the negotiating delegations they themselves had appointed. A purely formal step that could not be carried out. Then the Meloni government came and it was expected that that formal transition would be done immediately, in order not to waste the resources already allocated starting from January 1, 2023. But nothing, the agreement was kept in the drawer.

In fact, no technical reason prevents the formal establishment of signatures: the text of the agreement is the same on which the technical report of the budget law already sealed by the State General Accounting is based; the text was liked by the representatives of all ministries. In short, the deal was thwarted by: sheer ignorance or abuse of bureaucratic power.

But when bureaucrats behave like this, it is always the fault of the politicians who do not intervene. All it took was one phone call. Phone call from an Italian minister telling offices: "Put that text out or everyone will pass it". The phone call from the Albanian government saying to the Italian government: "Why did you make a bilateral text that was already agreed and financed disappear?" Should we withdraw the ambassador from Rome?" But the phones were silent.

After the signing of the Italy-Albania agreement on pensions, there was a lot of spirit and many knives behind the back. The sufferings of those who have worked for years, contributing to the growth of a country that was not theirs, and do not see that sacrifice recognized with the pension they deserve.

However, after the signing of the agreement between Meloni and Rama, you cannot hear excuses for immigrants. Making the boycott of the other agreement, that of pensions, even more unacceptable. Shame. Unfortunately paid for by a bunch of people, Albanians and Italians, who have paid contributions that do not correspond to any pension, we have to hope that someone starts to feel a bit of that shame and decides to make a phone call to get that text out of a drawer and to sign it.
