
Xhuma Halimllari, from Korça, works in the sale of seedlings and in an attempt to buy a tractor, applied to the Albanian Agricultural Research and Development Agency for a subsidy, but his application was rejected.
Through a mutual friend, he met citizen Rediana Hysaj, who introduced herself as an employee of the AZHBR.
A consultancy contract was signed between them, where Rediana Hysaj would ensure the benefit of the subsidy. For this service, Xhuma Halimllari paid 36 million old lekë.
Over time, despite repeated promises, the subsidy was not realized, the tractor was not purchased, and the money was not returned.
This situation lasted about 5 years.
From verifications at AZHBR, it results that Rediana Hysaj has never been an employee of this institution and that there was no second application after Xhuma Halimllari's initial rejection.
In the conversations between Rediana Hysaj and the citizen's wife, Rediana accepts the financial obligation and promises to return the money.
In December, during the holidays, Rediana Hysaj promised a meeting with the citizen for clarification, but did not show up.
Our research shows that under the married name Rediana Sokoli, the latter had an architecture studio in the former Blloku area, which had been closed for about a month. The studio had been moved to Sauk, but there is no longer any activity there either.
Citizen: There's an office, like... Architecture up on the 32nd floor?
Service: Oh yes, the 32nd one!
Citizen: It's an "EC architecture".
Service: They're gone.
Citizen: Have they left?
Service: Yes! Yes! They've been gone for about a month.
Citizen: They left this month, huh?
Service: Yes!
Contacted by phone, Rediana stated that she no longer practices her profession.
