Bad weather has affected the entire country, causing flooding and serious difficulties in several regions. The most critical situation is in Fier, where the Vjosa River has overflowed its banks and flooded 27 homes in the Ferras-Çerven area, as well as large areas of agricultural land. Residents have evacuated their livestock and agricultural equipment, while civil emergency forces and the army are on the ground. The Martina collector also remains at risk, where over 160 families could be affected.
Flooding is also reported in Berat, Lezhë, Krujë, Gjirokastër and Vlorë, with isolated homes, agricultural land under water and families evacuated. Meanwhile, snowfall has covered the north, northeast and southeast of the country, causing difficulties in traffic on several road axes. Authorities are calling on citizens to avoid unnecessary movements and to exercise maximum caution.
2. Emergency situation due to rainfall
The Ministry of Defense issues an official statement
The Ministry of Defense has officially reacted to the situation created by intense rainfall in several regions of the country. According to the latest update, the increase in river levels has caused flooding of agricultural lands and homes, landslides, infrastructure damage and blockages of road axes.
The Ministry informs that the most affected regions are Shkodra, Lezha, Durrës, Fier, Berat and Gjirokastra, while in other regions the situation is being monitored without immediate danger. In some areas, family evacuations and isolation of homes have been recorded, due to high water levels.
According to the Ministry of Defense, Civil Defense structures and the Armed Forces are engaged in the field with personnel, heavy vehicles, lifeboats and suction pumps, to manage the emergency and minimize damage. The Ministry calls on citizens to follow the instructions of the authorities and avoid unnecessary movements, while the situation continues to be monitored continuously.
From the anti-crime section, it is learned that Ervina Gjana is under investigation by SPAK, but Proda does not suspend her
The Court Against Corruption and Organized Crime upheld the SPAK decision to seize the official and private phone and computers of the Director of Anti-Cybercrime, Ervina Gjana.
The investigation is related to the activities of her and her husband Renato Hristic, a participant in the mafia group "Agasi", which allegedly received data from the TIMS system and partner agencies of the US and the EU.
Despite being criminally prosecuted, the Director of the State Police, Ilir Proda, has not suspended Gjana from duty, raising concerns about the management of secret police information.
This case, along with the political influences mentioned by Prime Minister Edi Rama, highlights the problems in the management of the State Police and the protection of sensitive information.

German authorities have charged Mikheil Biniashvili, an Israeli and Georgian citizen, suspected of being the head of the international cyber fraud ring “Milton Group.” The ring has affected over 1,000 victims and caused damages of over 230 million euros in Germany, Austria and Switzerland.
Investigations reveal that Biniashvili ran a call center in Tirana with around 600 employees and 28 fraudulent platforms, using the “PumaTS” software. Amant Josifi, a fugitive in Dubai and trying to avoid extradition to Spain, was also involved in this network.
Former advisor to the Minister of Defense, Olta Xhaçka, and former partner of Prime Minister Olsi Rama's brother, helped build fraudulent platforms between 2015–2022.
Also, Erlind Çekaj, administrator of call centers in Tirana, Durrës, Elbasan, Fier, Vlorë, Shkodër, Korçë and Gjirokastër, was arrested in Dubai on August 21, 2023. Biniashvili's trial begins on January 15 in Bamberg, where he risks up to 10 years in prison for each fraud count.
News comes from Kosovo that Sami Mazreku and Valon Berisha, former BKS officials, have been arrested. Both were previously denounced by Pamfleti for corruption affairs.
The former executive director of the Kosovo Insurance Bureau, Sami Mazreku, and the former director of Finance, Valon Berisha, have been arrested by the Economic Crimes Unit of the Kosovo Police with the Basic Prosecution Office in Prizren.
The operation, led by Chief Prosecutor Petrit Kryeziu, included raids on the suspects’ properties and investigations of 45 citizens. Mazreku and Berisha are suspected of having benefited from thousands of euros through the misuse of their positions, manipulating bank accounts and compensation for damages for traffic accidents.
Investigations show that most of the transferred funds ended up with former officials, causing significant damage to BKS, over 1 million euros. Raids and legal proceedings continue while investigations are still ongoing.
