The court of Elbasan has only 5 judges on duty out of the 16 it should have. Absences are due to vetting and resignations.
The vetting process and the resignations of judges and prosecutors have caused a nationwide shortage of the latter. Absences have brought load to the courts and delays to citizens who are waiting for their cases to be examined.
"The prosecutor's office at the first instance court of the general jurisdiction of Elbasan currently has 20 female prosecutors in its ranks. Currently, 13 prosecutors are working.
"The load is high at the moment, the load both in the investigation and in the representation of cases in the trial.
"Also, I want to explain that the absence in the court, currently there are 5 judges in the Elbasani court, has also brought a burden on the prosecutor's office due to the collision of the courts and the postponement of the court hearings and their non-completion within the specified period. There should be 16 judges in the court and currently there are 5 judges", said Xhelian SeferI - Prosecutor at the Elbasan Prosecutor's Office.
The chairman of the Bar Association in Elbasan, Demir Çiftja, talks about stopping the investigation of cases, which brings complaints from citizens.
"Currently in the courts, it is a critical situation. We have a lot of open processes and the trials are not proceeding and this will also bring the dissatisfaction of the citizens. Delayed justice, denied justice, citizens do not get justice and this will lead to them clashing with different institutions, - said Demir Çiftja - President of the Bar Association in Elbasan.
It is learned that only in the first 3 months of 2023, there are 4401 cases under consideration. In this period, the judges of Elbasan reviewed on average each of 978 cases, because the president of the court engages in only half of the workload with trials. According to the Court, from January 1 to June 5, 2023, 3533 new cases were registered in the secretariat.
