Asked about how he communicated with the proposing company "Integrated Energy BV" in relation to the various requests that the Concession Granting Commission had during the procedure, he states that every request of the Commission was forwarded to the Chairperson of the Commission and that communication with the proposing company was maintained by employees of the Ministry of Environment.
Asked about the drafting of the feasibility study that the Concession Commission did and how the data contained in it were obtained, he states that he does not remember how these data that are in the feasibility study were obtained. writes Ora News.
According to the prosecution, in the above circumstances, in relation to the concession procedure with the object: "Construction of landfill, incinerator and rehabilitation of the waste disposal site in Tirana and the production of electricity", it results that the proposing company "Integrated Energy BV", composed of which is also a shareholder of citizen Klodian Zoto's company "Integrated Technology Services" sh.pk, was predetermined to be declared the winner of the concession procedure, since this company was aware of the competitive circumstances before the procedure was announced.
This happened thanks to the help of the officials of the Ministry of Environment, citizen Lefter Koka, former Minister of Environment, citizen Alqi Blako, Secretary General, citizen Alba Thoma, Director of the Legal Department, citizen Bledar Karoli, Head of the Sector of Procurement, as well as from the members of the Commission for granting the concession, the citizens Valbona Ballgjini, Pëllumb Abeshi, Erjon Murataj, Sidita Temali, Etleva Kondi, Taulant Tusha, Namik Simixhiu, was provided with the necessary documentation that had to be submitted to the Ministry of Environment before and during the concession procedure, in order to declare this company the winner.
Citizens Lefter Koka, Alba Thoma, Bledar Karoli, Valbona Ballgjini, Pëllumb Abeshi, Erjon Murataj, Sidita Temali, Etleva Kondi, Taulant Tusha, Namik Simixhiu, with the illegal actions and omissions committed before and during the development phase of the concession procedure, it is suspected that they have committed the criminal offense of "Abuse of duty", in cooperation, provided by article 248, 25 of the Criminal Code.
