The head of SPAK, Altin Dumani, rushed without any proof and announced the former Minister of Finance, Arben Ahmetaj as the "head of the landfills", when SPAK itself in the investigation file admits that Ahmetaj has refused 5 times to start the Tirana landfill procedure and did not participate in the illegal acts of approval after his rejection.
The documents that SPAK has with Arben Ahmetaj's rejections and the document that "Pamphlet" is publishing prove that Edi Rama, Erjon Veliaj, Engjëll Agaçi and Lefter Koka are the group that invented, staged and realized the Tirana landfill affair.
