The other place. Babloku invents PPP and for the fight against corruption; here's who gets it, the term and the payment
After health, the coast for resorts, military units, roads, protected natural areas, waste, seaports, airports, rivers for HPPs, fuel dyeing, etc., etc., Prime Minister Edi Rama has decided to give a concession and fight against corruption.
It is the first case in the world of this type of PPP, but it is true that with Decision No. 327, dated 29.5.2024, Edi Rama authorizes the Minister of Justice and the Minister of Anti-corruption, to negotiate with the firm "Boston Consulting Group", for consultancy to the government.
According to the object of the decision, this German firm registered in Boston-USA with German owner and director Christoph Schweizer, after discovering the causes and centers of corruption in Albania, will design and supervise the anti-corruption platform, with these three theoretical services:
1. Identification of mechanisms and giving recommendations for the fight against corruption, based on the review of the organization of state institutions, the structure of the ministerial system and decisions, with the aim of increasing efficiency and eliminating corrupt areas.
2. Analysis and recommendations, with the aim of preventing corruption in the provision of public services, through increased efficiency and a new accountability model for employees.
3. Analysis and recommendations for the idea of using artificial intelligence in decision-making, services in tenders and public services, in order to eliminate any possibility of corruption.
According to the decision, we are dealing with an absurd PPP in the fight against corruption, when the government has the Anti-corruption Director in the Prime Minister; Anti-corruption Minister; Director of Money Laundering Prevention; Anti-Corruption Task Force; Financial anti-crime; Procurement Agency with the task of preventing abusive tenders, the Tender Investigation Commission and the Audit Director in 578 institutions, which have the task of detecting and reporting corruption in SPAK.
This fact is enough to say that Babloku has decided to create this PPP for the alleged fight against corruption; not that he has the intention of stopping his thefts, of ministers, directors, mayors and clientelistic businesses connected with him, but as a target for some of his friends.
Because the firm "Boston Consulting Group" does not deal with anti-corruption research projects, but only with business creation consultancy, sale and purchase of assets, capital and transactions.
According to the information provided by the "Pamphlet" from the Ministry of Finance; The PPP of the alleged fight against corruption will be awarded with a payment ceiling of 4 million Euros per year and a term of 5 years, but with the right to be repeated for another 5 years with a total value of 40 million Euros, with the argument that corruption will be eliminated in the Albanian government.
But also the PPP itself, which is said to be aimed at the fight against corruption; is being awarded without competition, specifying by name in a government decision, the firm that will receive it through a formal auction.
As he has given PPPs in health, landfills, land and beaches for resorts, towers, Vlora airport, Saranda Port for Artan Dulak, Arbër road, Kardhiq-Delvina and Thumanë-Kashar, which have been given to Rrok Gjoka and Bashkim Ulaj and many other PPPs. / Pamphlet
