By Decision 422, dated October 23, 2023, according to Criminal Case No. 9 within the framework of the "Metamorfoza" operation, SPAK seized from the trafficker and contract killer Pëllumb Gjokës, 113 thousand m2 of forest in Velipoja, on which he designed the construction of the "Silver Sand" resort.
This area of forest robbed by violence and false documents, the government with Decision no. 22, dated November 20, 2017, had alienated the construction plot of tourist facilities with false documents.
The National Council of the Territory had granted the construction permit, while with Decision 19/6, dated July 15, 2021, Prime Minister Edi Rama granted the status of "Strategic Investor".
Following the investigative procedures, BKH agents requested in writing to the Committee of Strategic Investments, the file of documents with which Pëllumb Gjoka was given the status for the "Silver Sand" resort in Velipojë, in order to verify the legality of the administrative actions.
But for 3 months, the archive office of the Strategic Investments Committee did not send the "Pëllumb Gjoka-Strategic Investor" file to the National Bureau of Investigation, with the justification that an internal order from the chairman Edi Rama is needed, when according to the law, the justice of any information on investigative matters must be provided.
Two weeks ago, BKH agents physically went to the offices of the Strategic Investments Committee, to receive the approval file for the "Silver Sand-Velipoja" resort of Pëllumb Gjoka, but again it was not given to them.
As it seems, the officials of the Strategic Investments Committee are implementing the order of Prime Minister Edi Rama, that the SPAK of BKH should not be given any document or information they request; do not even allow them to enter government institutions, as Babloku himself did 5 months ago, by not allowing them to enter the prime minister's office.
The failure to provide Pëllumb Gjoka's resort file is related to the fact that the construction permit and "Strategic Investor" status was granted in violation of the law, with false land documents, without bank documents for the source of financing 52 million Euros and in opposition to the other 11 criteria.
In addition to hiding the file, Prime Minister Edi Rama is not removing the arrested trafficker and hitman Pëllumb Gjoka, nor the "Strategic Investor" status for the "Silver Sand-Vleipoja" resort, although Law no. 55/2015, dated 28.5.2015 obliges him to remove it at the moment when the false application and benefit documents were proven.
In Article 19 of the law, it is stated: - In the event that during the preparations, development and implementation of the strategic investment project, it is found that there are false data, the beneficiary is immediately deprived of the construction permit and the "Strategic Investor" status.
But Babluku does not apply the law, and is even preventing justice from investigating the Pëllumb Gjoka resort permit file, because the documents are fake and Prime Minister Edi Rama, as Chairman of the National Council of the Territory and Chairman of the Strategic Investments Committee, has accepted them. pamphlet
