With the removal of the Elbasan landfill from the clutches of Klodian Zoto and Mirel Mërtiri in November 2021, and its transfer to the ownership of the 7 municipalities of the region, it was thought that this company was saved from theft and the waste incinerator and electricity production would be put into operation.
But in their place, initially, administrator Arjola Mehmetaj was appointed, who was removed after 1 year, by order of the government mafia clan and the gangs of Elbasan, because she was not a guild, to hide the thefts that had been committed and to continue the thefts with fictitious letters.
On October 20, 2022, by order of Gledian Llatja as Mayor of Elbasan, who has 52% of the shares in the landfill, and with the agreement of the 6 mayors of Librazhd, Gramsh, Peqin, Cërrik, Prrenjas and Belsh, Leli Kaja, known as the "mastermind" of thefts, was appointed administrator.
A few days ago, administrator Leli Kaja and 3 officials of "Eco-Elb" were taken to the police by order of prosecutor Xhelian Seferi, as persons under investigation for abuse of office, with the object of deliberately setting fire to waste, to hide the fraud that the incinerator was not working, and for corruption.
Administrator Leli Kaja, during his 2 and a half years at the helm of the Elbasan landfill, has made false reports that the incinerator is in working order, to justify the continued theft of millions of fictitious tenders for the alleged waste management, for the commissioning of the incinerator, for technological testing, its maintenance and measuring the impact on the environment.
After taking ownership of the landfill, the Municipality of Elbasan and 6 municipalities; Librazhd, Gramsh, Peqin, Cërrik, Prrenjas and Belsh, paid 8 million Euros for the deposit and burning of waste, even though the incinerator is not working and the waste is set on fire in the landfill, but it turns out that nearly 5 million Euros were stolen for their alleged encapsulation.
According to the preliminary investigation, it turns out that administrator Leli Kaja has made false expense reports for fictitious salaries of additional workers who are not in Albania.
He made fictitious tenders for alleged experts, fuel, incinerator spare parts, work clothes, and bulldozers for rent, which were approved by a board consisting of directors from 7 municipalities.
When Leli Kaja was summoned by the prosecutor in the case, he did not bring the files on the financial activity of the company "Eco-Elb Sh.A.", while when the prosecutor went to the landfill offices, he did not find either the administrator or the files on the economic and financial activity there, until the prosecution found and seized them.
But Leli Kaja has 3 other criminal files in the Elbasan Prosecutor's Office, for fraud, forgery, land and land grabbing, illegal construction for the powerful and for themselves, on public lands occupied with false papers during the years 2007-2021, when he was Head of the Territory Protection Inspectorate in the Municipality of Elbasan, criminal files that have been left silent.
The fact is being investigated that with his salary as an administrator and the salary of his wife Nada Kaja (Teta) at the Elbasan Social Security Branch, "Urithi" Leli Kaja has declared 5 houses, 2 commercial units, expensive cars and several bank accounts, but also has hidden assets in the names of his family members.
In January 2020, he received a bank loan of 51 thousand Euros, which he will repay over 6 years with a monthly installment of 1000 Euros, and he also owns the Bar-Café-Restaurant "Xhesi" with an area of 500 m2, 100 meters from the Elbasan Police Directorate, an asset he acquired during the years when he was Head of the Territory Protection Inspectorate in the Municipality of Elbasan.
This manager, in addition to the investigation being conducted for thefts at the landfill, has 2 other criminal proceedings for thefts through tenders and for falsifying water bill revenues, when he was Director of the Elbasan Waterworks in the period February 2021- October 2022, etc. etc./ Pamphlet
