On January 22, 2025, another similar decision was made. The CEC was allocated a budget of 2,500,000,000 (two billion five hundred million) lek for the organization of the parliamentary elections on May 11, 2025.
2,460,000,000 lek should be used in the item "Current Expenditures", in the budget program "General and Local Elections" and 40,000,000 lek, in the item "Capital Expenditures", in the budget program: "General and Local Elections".
But the government also made a third decision. On March 11, the government approved a decision providing 9.3 million euros in additional funds that will go to the Diaspora vote. Meanwhile, today it has emerged in the media that Ilirjan Celibashi has opened several tenders without competition on the mail that will make voting from the Diaspora possible, but not only.
The tender for the purchase of election materials worth 600 thousand euros is out of competition. Likewise, the tender for the purchase of ballot box materials worth 192 thousand euros. 1 million euros have gone out of competition for support services and updates for Electronic Voting that will be carried out in unit 10 in Tirana, and in the Municipality of Vora.
Meanwhile, it should be noted that the CEC is under the scrutiny of SPAK. The group that will investigate the elections will also be keeping an eye on Ilirjan Celibahsi, who is being investigated by SPAK. A year ago, an investigation was launched into 2 tenders for electronic voting and counting. It is learned that the investigations continue and a few weeks ago, BKH agents landed at the CEC offices.
