The media representatives of the government and those paid by Ilir Beqjes, said that just like the former minister, SPAK should not take his cousin Genc Burazeri as a defendant either, since he has performed a simple technical service for the drafting of the feasibility plan and there is no other connection with it.
In fact, if Ilir Beqja should at least be taken as a defendant, who decided the cousin to draw up the costs and as the manager of the concession tender, logically, the cousin as a state official, has violated the law by not declaring the close family relationship with the minister.
Actually, in taking the defendant Genc Burazer, SPAK applied the Criminal Code, with 3 charges: Conflict of interest; power abuse; falsifier of financial costs; fraud with the costs and prices in the market by adding 70 million euros fictitiously; tender competition with false papers and favoritism and presentation of the construction firm with 1 worker, as allegedly a leading medical company in the EU countries.
In order to clear the crime of Ilir Beqje's cousin, one of the witnesses said that SPAK should remove Genc Burazer's name from the criminal file, since after the announcement of the winner on October 4, 2015, he has left the health system and has no connection official or private with medicine.
But the truth is quite different, because Ilir Beqje's Genc Burazeri is immersed "head and toe" officially and privately in the health system, where he receives millions of lek in salary and bonuses.
Specifically, Genc Burazeri is a lecturer at the Medical University of Tirana, with a monthly salary of 1.3 million lek and 1.4 million lek for allegedly extra teaching hours, fees for papers, participation in title evaluation committees, per diems and bonuses.
As it is known, the Rector of this university is Arben Gjata, with whom Genc Burazeri, appointed by Ilir Beqja, one secretary and the other vice-chairman of the tender; according to SPAK, together with the concessionaire Ilir Rrapaj, they have drawn up a false financial plan based on the real costs of sterilization equipment.
In addition to the 2.7 million salary and monthly bonuses at the Medical University, Ilir Beqje's cousin receives a salary of 4.5 million lek as the Director of the "Save the Children" Foundation, which is a partner structure of the Ministry of Health and financed by it.
Kushëriri i Ilir Beqjes, është dhe Drejtor i “Institutit Shqiptar Shëndetësor të Zhvillimit Shoqëror”, ku paguhet 2.3 milionë lekë; i cili është pjesë e sistemit financiar të Ministrisë së Shëndetësisë, madje edhe sot, vazhdon e paguhet me honorare nga kjo ministri, për gjoja studime në fushën e shëndetit publik.
Nëse SPAK do futet në pagesat ministrisë në vitet 2013-2017, do zbulojë se ministri Ilir Beqja i ka dhënë miliona lekë kushëririt, duke e paraqitur si gjoja konsulent për sezonet e epidemive dhe asistencë teknike për çmimet në tenderët e ilaçeve, pajisjeve e objekteve.
Po kështu, SPAK do zbulojë se edhe pas shkarkimit të Ilir Beqjes, kushëriri i tij Genc Burazeri, është paguar si konsulent i jashtëm nga Ogerta Manastirliu, madje në vitin 2018, kanë bërë ndryshimin e kostove të koncesionit, duke shtuar 40 milionë Euro.
