Crime is getting out of control, but the Police Director, Ilir Proda, deals with abusive tenders to rent luxury cars, favoring oligarchs close to the government...

The law and order situation in Albania is deteriorating every day, with increasing cases of murders, injuries, the planting of TNT, kidnappings, robberies of homes and businesses, rapes, prostitution, drug and arms trafficking, and even gold smuggling using police vehicles and the implication of senior police leaders in criminal activities.

While this serious crime wave has caused panic and uncertainty among citizens, the Director General of the State Police, Ilir Proda, seems completely indifferent. Although the Minister of Interior, Ervin Hoxha, and Prime Minister Edi Rama promoted him as a "strong hand" who would establish order and peace, Proda has shifted attention to political-electoral activity and dubious tenders.

In a tender opened on May 5, 2025, Ilir Proda has decided to lease vehicles for the State Police, in a procedure that amounts to 5.5 million euros including VAT, divided into two lots. The procedures will take place on May 28, 2025, benefiting from special treatment with the claim of "emergency need".

The first lot is worth 2.74 million euros for “SEDAN” type vehicles, while the second lot is worth 2.76 million euros for “SUV” type vehicles, which will be used by the State Police for a period of four years. In addition to the large rental amount, the Police will also cover the costs of insurance, inspections and maintenance, returning the vehicles to the private company at the end of the contract.

A simple analysis shows that with this amount, the Police could purchase around 275 new vehicles, at a maximum cost of 20 thousand euros each, thus providing a sustainable asset for the institution. Instead, Ilir Proda has chosen to continue the corrupt practice of renting vehicles, favoring businesses close to the government.

In fact, this practice has been going on for more than 10 years, with most of these contracts being awarded to the company “Classic Shpk” owned by Agron Papuli, a close friend of Prime Minister Rama. This new Proda tender seems like a continuation of the same abusive and nepotistic scenario, while citizens continue to suffer the consequences of a deteriorating public order situation./ Pamphlet
