On October 1, 2025, Prime Minister Edi Rama signed the creation of the state-owned company "MobAl", with the aim of providing services and organizing public road transport.
The company, which will be subordinate to the Ministry of Infrastructure and Energy, will cover the "taxi" service and urban passenger transport in Tirana and other cities, with bus lines within municipalities. It will also carry out road freight transport, tourist transport inside and outside Albania, as well as transport of students and education workers, terminating contracts with private operators.
According to the government's decision, "MobAl Sh.A" will create a fleet of buses and freight vehicles and taxis, maintenance services, charging stations for electric vehicles and an electronic ticketing system. On paper, this is a modern initiative for public transport. But, as always, "the devil is in the details."
In the decision to create the state-owned company “MobAl Sh.A”, Edi Rama has left open the possibility that this company will be given to the private sector through a concession. A well-known scheme, which was also used with the company “KAYO Sh.A”. The latter was created with 100% state capital in the Ministry of Defense for the production of weapons, ammunition and military vehicles, but only five months later, 80% of the activity was given through a concession to the private companies “Timak” of the Israeli Ron Yeffet, a personal friend of Rama, and “MSSC” of the arms smuggler Emiliano Dusha.
Similarly, "MobAl" is expected to follow the same scenario. Reliable sources confirm that the creation of this company is a scheme to later transfer it under concession to the private company "Albarent Sh.pk", owned by Minister Blendi Gonxhe.
It is no coincidence that the government's decision is identical to the project that Gonxhe, when he was director of Road Transport in October 2023, proposed to the government itself: the creation of a state-owned company for urban service, the transport of passengers, goods, tourists and taxis, with the aim of concluding a concession contract with private entities.
The "MobAl" facility is the same as the facility of the "Albarent" company in Gonxha.
According to the government's decision, "MobAl"'s activity will begin in September 2026, while over the course of a year, working environments will be created, funds will be secured through loans from private individuals, and cooperation will be established with them to build infrastructure and a fleet of vehicles.
In this way, Gonxha's project has been concretized by Edi Rama, who is now expected to take the final step, granting a concession to the transport company "Mobal Sh.A" to "Albarent", to guarantee his friend another business with super profits./ Pamphlet
