The former director of the State Cadastre Agency in Saranda, now director of the Albanian Post, has been under criminal investigation for three years for document forgery, abuse of office and mass fictitious legalizations. And yet, not only has she not faced justice, but she has been rewarded with a new public position.
In a justice system where justice should be swift and uncompromising, the story of Aida Demi in Saranda is a flagrant failure of state mechanisms that should protect the public interest and the law.
Aida Demi, who at the time she headed the Cadastral Agency in Saranda, obtained a large area of land adjacent to "Hotel Demi", property obtained with forged documents, has managed not only to avoid punishment, but also to obtain a construction permit from the National Agency for Protected Areas (AZHT), reinforcing her status as the direct beneficiary of the property built on false grounds.
The scandal involving Aida Demi clearly and disturbingly shows how a person suspected of document forgery and abuse of office, instead of being under arrest or at least under restrictive measures, continues to use the state system for personal gain.
The investigations launched by the Saranda Prosecutor's Office for more than three years, without any concrete measures, have left room for Aida Demi to apply for and obtain new construction permits, using the same falsified documents that are the subject of the criminal investigation.
This situation constitutes another dark chapter in the long-known connection between local administration and illegal construction schemes, where documents are falsified, properties are illegally determined and legalized, while the officials involved are rewarded in various ways, including high public positions.
In this specific case, according to internal sources and reports from controlling institutions, there are over 270 suspicious legalizations that were made in Saranda during the time Aida Demi was director of the Cadastre. These include property that she herself benefited from with forged documents, thus creating a clear conflict of interest and a serious violation of the law.
Për më tepër, fakti që ajo është pajisur vetëm pak ditë më parë me leje ndërtimi nga AZHT për të njëjtën pronë ngjitur me “Hotel Demi”, përforcon bindjen se sistemi është i kapur dhe manipulimi vazhdon pa u ndalur. AZHT-ja, si institucion që ka për detyrë mbrojtjen e zonave natyrore dhe kontrollin e ndërtimeve në zonat e mbrojtura dhe bregdetare, duhet të kishte refuzuar automatikisht aplikimin nëse do të kishte informacionin e duhur për dokumentet e falsifikuara dhe hetimin në vazhdim.
Por ajo që shqetëson më shumë është fakti se asnjë nga institucionet shtetërore nuk ka ndërmarrë deri tani masat e nevojshme për të garantuar respektimin e ligjit dhe parandalimin e korrupsionit në këtë rast. Prokuroria e Sarandës, që duhet të ishte përballur me rastin në mënyrë të menjëhershme dhe të ashpër, duket të jetë më shumë “kujdestari” i një dosjeje të zvarritur, ku palët e përfshira vazhdojnë të manovrojnë lirshëm.
Kjo përbën një kërcënim serioz për besimin e qytetarëve te sistemi i drejtësisë dhe shërbimeve publike. Ndërsa qytetarët e thjeshtë përballen me vështirësi për të marrë leje ndërtimi, me procedura të gjata dhe burokraci, zyrtarë të dyshuar për veprime kriminale jo vetëm që nuk ndëshkohen, por shpërblehen duke u vendosur në pozicione të reja apo duke u pajisur me leje të reja.
Ndërkohë që Ardian Halilaj, ish-drejtori i IMT-së në Durrës, u arrestua dhe kompleksin e tij të paligjshëm e shembën me tritol, si një mesazh i qartë kundër abuzimit dhe korrupsionit, rasti i Aida Demit në Sarandë tregon një realitet tjetër.
Në vend të ndëshkimit dhe shkatërrimit të pronës së fituar në mënyrë të dyshimtë, ajo jo vetëm që ka shmangur përgjegjësinë penale për vite me radhë, por është edhe përfituesja direkte e lejeve të reja ndërtimi nga AZHT, duke u përforcuar në pozicionin e përfitueses së sistemit. Ky kontrast tregon se drejtësia në Shqipëri shpesh sillet me dy standarde dhe me urdhër politik, ku disa me lidhje dhe pushtet arrijnë të shmangin ndëshkimin, ndërsa të tjerët përballen me masa të rrepta dhe publike.
Agjencia Kombëtare e Zonave të Mbrojtura (AZHT) ka dijeni të plotë për faktin se Aida Demi ka përfituar këtë pasuri ngjitur me “Hotel Demi” me dokumente të falsifikuara, për të cilën ekziston edhe një hetim penal në vazhdim. Megjithatë, pavarësisht këtyre fakteve dhe rrezikut ligjor që përfaqëson, AZHT-ja ka dhënë së fundmi leje ndërtimi për këtë pronë, duke i hapur kështu rrugën legalizimit dhe përfitimit të mëtejshëm në mënyrë zyrtare. Ky veprim lë të kuptohet se institucionet shtetërore në disa raste tolerojnë dhe madje mbështesin praktikën e falsifikimeve, duke minuar besimin në ligjin dhe drejtësinë në vend.
Meanwhile, the Saranda Prosecutor's Office is "waxing" Aida Demi with a care and slowness that only a professional manicurist can rival. Three years of investigations, without any concrete action, as if it were a luxury spa for her file where every day she emerges fresh and untouched by the law. Citizens expect justice, the prosecutor's office seems to have decided to "stylize" the case, giving enough time for the property to be legalized and the permits to be obtained by the relevant firms. In the end, instead of handcuffs or coercive measures, we have a VIP treatment for one of the most controversial characters of environmental crime in southern Albania.
In a city where justice claims to be "new and reformed", reality shows another picture: The Saranda Prosecution Office, with its new prosecutors, has become a shield for Aida Demi's forgeries.
While she obtains a building permit from the AZT with false documents, investigations are delayed and no action is taken. This "new justice" looks more like a patronage that supports the interests of the government and protects those who challenge the law, making citizens lose all hope for punishment and real justice. /Pamphlet
Ndoshta Prokurores së Sarandës gjatë hetimeve i rezulton që në shkelje ligji, janë të përfshirë edhe subjekte që kanë imunitet ndaj hetimeve, ndaj ndoshta do shpallin moskompetencë dhe dosjen do ja kalojnë SPAK. Njëjtë sikurse bëri Prokuroria e Fierit për dosjen Bankers.
Ato ndoshta, lejani drejtesise sepse korrupsion i gjalle ekziston ne dokumentat e hipoteke ne Sarande..... Duhet te jeshe me orgjine cam te marresh dokumenta e shtepive ne Sarande... Aida Demi u arrest ua si ka mundesi te kapi pune tjeter shteterore aq me teper qe e larguan nga nje pune qe ka abuzuar me korrupsion, kjo eshte qeveria socialiste me korrupsion te gjalle.
