In November 2023, Rama ordered the Minister of Education, Ogerta Manastirliu, to remove 1.4 billion lek from the student heating fund, and give it to the Albanian Olympic Committee for a fabricated and fictitious tender, for allegedly filming and live broadcasting of sports teams school.
Prime Minister Edi Rama and the president of the Albanian Olympic Committee, Fidel Ylli, the two old janitors of the towers in the Municipality of Tirana; had agreed that these 1.4 billion lek should be given to Aleksandër Frangaj before December 31, 2023, through a tender where "TV-Klan" would be presented with the "Digit-Alb" logo.
The tender was held and Aleksandër Frangaj was declared the winner in the amount of 1 billion 560 million ALL with VAT, while the rival firm "TIBO" with an offer of 190 million ALL less was disqualified.
But two days after the tender was held, a fight broke out between Aleksandër Frangaj and Fidel Ylli over the division of the part, as it is said, because Aleksandër Frangaj wanted to receive the entire value without giving the predetermined parts in the bargain made in advance.
That was enough for Fidel Ylli to declare the tender procedure invalid, to block the notification of the winner and to cancel the procedure, calling the documents that "TV -Klan" through the competition company "Digit-Alb".
In the announcement about the blocking and cancellation of the tender, the President of the Albanian National Olympic Committee, Fidel Ylli, presented 13 illegal evidences in the file of "TV-Klan" and "Digit-Alb" of Aleksandër Frangaj.
Among them, the fact that the agreement between "Digit-Alb" and "TV-Klan" was made with the aim of qualifying and announcing the winner, but which contradicts Law No. 162/2020, dated 23.12.2020.
In the same way, Aleksandër Frangaj, has deceived by presenting the documents as if he had made an insurance offer in the value of 2% of the value of the limit fund, when in fact it is smaller than the legal value.
The "Digit-Alb" company does not have the "ISO 9001:2015 International Certificate" as a media platform, nor the professional capacities of the operators and their certification, nor the technique and quality management system; he even cheated with the number of employees.
