In 2005, Mihal Delijorgji registered the company 'PARK CONSTRUCTION ALBANIA' sh.pk in Albania. In official documents, he appears as the sole administrator and representative. The company was created for construction and property management, with headquarters in the area of the former Ministry of Interior Park in Tirana.
In parallel with this company, also in 2005, Mihal Delijorgji established another structure in Liberia, Africa: an offshore company named BRAMMER VENTURES CO. LTD. It is registered with 500 “bearer” capital shares, which cannot be traced and can pass from hand to hand without leaving a trace. Its address: 80 Broad Street, Monrovia, Liberia. Registered agent: The LISCR Trust Company – a structure that provides anonymity services.
This company has no commercial activity, no offices, no open records. Its purpose is to hold shares, never to link them to the real owner.
In June 2008, Mihal Delijorgji left the management of 'PARK CONSTRUCTION'. In his place, Vjollca Delijorgji, his wife, was appointed. From that day until today, she has signed all the acts as administrator. The move was clear: to avoid any direct connection of Mihal with the constructions that would follow.
In the summer of 2013, Kristo Delijorgji, Mihal's brother, emerged as the sole partner of BRAMMER VENTURES. This company owns 49% of the shares of PARK CONSTRUCTION.
At this point, the Delijorgji family is separated from the property only on paper. In reality, they control both the shares and the administration.
On April 16, 2021, the transaction that closes the scheme occurs:
MANDALAY GROUP HOLDINGS CORP, an offshore company registered in the British Virgin Islands (BVI), sells 51% of the shares of PARK CONSTRUCTION to another offshore company, SVEIN CONSULTING LTD, for only 51,000 lekë, a paltry figure that raises concrete suspicions of money laundering.
''Svein'' is registered in the Marshall Islands. It has no office, no activities, no employees. The sole shareholder is a Greek citizen named Ioannis Mytilinaios, who appears in dozens of shell companies registered to hide real owners in the Balkans and beyond.
After this transaction, in the Central Bank, no Albanian is anymore the owner of the company 'PARK CONSTRUCTION'. But its control remains in the hands of the Delijorgji family; through Vjollca Delijorgji as administrator and Kristo Delijorgji as owner of 49%.

Të gjitha ambientet nëntokësore, vendet e parkimit dhe hapësirat shërbimi janë në emër të kompanisë, jo të individëve. Kjo skemë është përdorur për të:

shmangur kontrollin tatimor
shmangur sekuestrimet e mundshme në rast hetimi penal
Ka sinjale të forta se tek kompleksi “Delijorgji” kanë blerë apartamente dhe biznese eksponentët më të rrezikshëm të krimit në Shqipëri dhe jashtë saj. Në disa raste janë zbuluar transaksione të kryera mes familjarëve të familjes Delijorgji dhe familjarëve të këtyre eksponentëve, të cilët janë përdorur për të justifikuar blerjen formale të pronave.
Bandat kanë blerë lokale, restorante dhe biznese luksi brenda kompleksit, që zyrtarisht figurojnë në emër të palëve të treta, por kontrollohen realisht nga vetë ata. Mihal Delijorgji i përdor këto struktura për interesa të veta personale dhe ekonomike. Në çdo rast, pasuria është e mbrojtur nga një sistem offshore-i që ka ngritur pikërisht për të mos u kapur nga drejtësia.
Edhe politikanë të niveleve të larta; ministra, ish-kryetarë bashkish, drejtues policie dhe gjyqtarë, kanë përfituar prona në këtë kompleks përmes kontratave fiktive ose marrëveshjeve nën dorë. Këto prona nuk figurojnë në deklaratat e pasurisë dhe janë regjistruar në emra të besuar, për të shmangur çdo gjurmim ligjor.
Mihal Delijorgji e ka përdorur kompleksin si “garant të pandëshkueshmërisë”; duke strehuar aty klientët e tij politikë dhe partnerët e tij në botën e errët. Dhe për ta blinduar gjithçka, ka ngritur një rrjet offshore-esh që e mbron nga tatimet, hetimet dhe çdo sekuestrim të mundshëm.
Kush eshte Mihal Delijorgji
Mihal Delijorgji nuk është një ndërtues i zakonshëm. Ai është "trusti i zi" i ndërtimit, i vënë në shërbim të pesë familjeve mafioze që kanë kontrolluar pushtetin në Shqipëri gjatë gjithë tranzicionit: Nano, Meta, Berisha, Rama dhe Basha. Të gjitha të përfshira përmes emrave sekserë, përfaqësues ligjorë, leje ndërtimi dhe pazare për truall.
Në vitin 1998, Mihal Delijorgji ishte ende një emigrant anonim në Greqi, me 8 klasë shkollë dhe 1 vit kurs për eskavatorist. Por brenda një viti, ai hyn në zyrat e qeverisë Nano-Meta-Majko si "biznesmen strategjik" për të pastruar miliardat e piramidave, jo në banka, por në skrap.
Filloi me tanket dhe topat e ushtrisë, të cilat iu shitën nga Ministria e Mbrojtjes me kontratë të firmosur nga Pandeli Majko. Çdo tank shitej me 300 mijë lekë. Jo si armë, por si hekur. Përmes firmës “Hellenic Vehicle Industry”, të grekut Evangellos Mytilineos, mik i Fatos Nanos, Mihali i kthente në milionë euro çelik special dhe alumini që shkonte në ndërtim.
At just one military base; “Arshi Lengo” in the south, Delijorgji received 142 tanks and 136 cannons, weighing from 16 to 40 tons each. The material was sold with papers, but other machinery from public enterprises was taken without documents, as “environmental cleanup”.
The transport was done with trailers without license plates and with the logo "Përparimi Sh.A", a company that officially appears as the property of the Greek, but which was managed by Mihal and Kristo Delijorgji.
During this period, Mihali began to take control of the metal structures and machinery of 350 state-owned enterprises, which were sold as "industrial waste" and dismantled without any control.
Meanwhile, through his baxhanak, Blendi Gonxhe, at that time deputy mayor of Tirana, Delijorgji also begins to obtain building permits in the most coveted areas of the city... /Pamphlet
