There is no end to the troubles for Edi Rama's friend...

Details have emerged from the Milan prosecutor's file on the construction affair, which also involves architect Stefano Boeri, a friend of Prime Minister Rama and architect of Tirana's concreting.

According to “ Corriere Della Sera ”, the mayor of Milan, Beppe Sala, has also been put under investigation in a wide-ranging urban planning corruption scandal, which on Wednesday led to the Prosecutor’s Office requesting the house arrest of six people. Among them are important names such as Giancarlo Tancredi, Sala’s own urban planning advisor, Giuseppe Marinoni, former president of the Landscape Commission, and real estate tycoon Manfredi Catella, head of the company “Coima SGR” that manages over 10 billion euros of capital raised in 33 funds from institutional investors, including sovereign funds from Qatar, Singapore and Abu Dhabi.

Others facing arrest warrants are Alessandro Scandurra, Federico Pella and Andrea Bezziccheri. They will be questioned on July 23 by investigating judge Mattia Fiorentini. The total number of people under investigation has reached 21, including the renowned architect Stefano Boeri, who was suspended from all public office five months ago. This investigation is linked to another case from March, where the arrest of the former director of the Office for Urban Constructions, Giovanni Oggioni, revealed the behind-the-scenes of an attempt to push forward an urban amnesty called “Salva-Milano” in the interests of large developers.

Charges against Sala: abuse of office and undue influence

Two main charges have been filed against Mayor Sala. The first concerns “false statements about his or others’ personal qualifications,” which relates to the fact that he confirmed Marinoni as chairman of the Landscape Commission in December 2024, despite being aware that he had a conflict of interest with builders and designers, including Catella’s company. The prosecution alleges that Sala was influenced by Tancredi to re-elect Marinoni, who, according to investigators, was already receiving private payments and assignments from Coima SGR and others, which compromised his judgments on the projects.

The "Pirellino" dossier: political pressure, personal messages and a change of position

The other affair in which Sala is mentioned is the project to review the “Pirellino” tower, in which Catella and Boeri had direct interests. According to the Prosecution, Boeri and Catella exerted pressure on Tancredi, who in turn exerted influence on Marinoni to change the Commission’s decision. It was alleged that Sala was also indirectly involved, receiving signals from Boeri and communicating with Marinoni.

In June 2023, the Commission had rejected the project for its excessive visual impact (“a 30 by 40 meter wall, 100 meters high,” as Marinoni himself put it). But on June 22, after a chain of messages between Boeri, Catella, Tancredi, and Sala, the Commission suddenly gave a “favorable with conditions” decision.

Boeri sent Sala an audio message asking for intervention: “ Beppe, from friend to friend, this situation scares me... it's not healthy... you need to talk to Marinoni .” Sala replied: “ I've been told it's not just Marinoni. I'll talk to Giancarlo. I'll review it calmly tomorrow .”

The following day, on June 22, Boeri informs Catella that the Commission has approved the project, and notes that “Marinoni’s objections have completely disappeared.” Prosecutors point out that on October 5, 2023, Marinoni “under pressure from Boeri, Catella, Tancredi and the intermediary interventions of Sala” pushed the Commission to adopt the desired decision, in an act that is described as “total submission to private interests.” /Pamphlet
