On the other hand, a change is now being seen compared to what happened after the wars in Afghanistan and Chechnya, when only generals and senior officers were allowed to penetrate the highest spheres of power, while ordinary fighters did not have the same chances . Now Putin is openly addressing not only professional military personnel, but also workers and volunteers involved directly or indirectly in the "special military operation", who have higher education and can boast of having a good experience in management of people.
