Rules of debate
There will be no audience in the auditorium of the National Constitution Center in Philadelphia, candidates' microphones will be muted if they speak out of turn, and they will not be allowed to bring files of notes with them. The rules of the challenge, adopted by the two candidates' teams, mirror those already adopted in the June 27 showdown on CNN between President Joe Biden and Trump. There will be no opening statements from the two candidates, and this represents a new development compared to past presidential elections.
