President Donald Trump appears to be less popular than ever, including in the period following the attack on the Capitol on January 6, 2021.
In fact, the average of 35% approval in the "CNN Poll of Polls" puts him close to the level of George W. Bush.
Bush is the only president since Jimmy Carter to have remained in the mid-30% or below for an extended period.
This situation puts the Republican Party at risk of severe punishment from voters in the 2026 midterm elections, which are held in six months.
According to CNN, the decline has been gradual over Trump's more than 15 months in office, but several key moments stand out.
Key moments
The first significant drop in approval occurred almost immediately.
Trump took office with the highest approval ratings of his career, with some polls putting him above 50% in late January 2025. But this positive period was short-lived, and he quickly lost several points.
It's hard to pinpoint a single cause. The first days of the term were characterized by one-sided decisions. Two possible factors were the pardons of almost all of the January 6 defendants, including those who attacked police, as well as controversial cuts in the administration led by Elon Musk through the Department of Government Efficiency.
The next moment came in early April, when Trump announced sweeping trade tariffs. The April 2 announcement, dubbed “Liberation Day,” was interpreted as the start of a trade war with most countries in the world. The Supreme Court later overturned many of those tariffs.
According to the analysis, Americans who initially had an open stance on the tariffs later turned against them. Trump's approval rating fell from 45% at the time of the announcement to 41% a month later.
The situation remained relatively stable in the months that followed, although Republicans in Congress passed an unpopular legislative package and the Justice Department was criticized for its handling of the Epstein files. Meanwhile, Democrats scored significant victories in the 2025 elections in New Jersey and Virginia.
Another critical moment came in January, when a federal anti-immigration operation in Minneapolis ended with the murders of Renee Good and Alex Pretti. The administration suggested that the victims were guilty and labeled them domestic terrorists, but most Americans disagreed.
Although approval did not drop significantly, the administration backed off on some tactics and made changes in direction.
The most recent and significant development is the war with Iran. A poll released Friday showed that 61% of Americans consider it a "mistake."
Trump's approval rating has fallen from 38% at the start of the war in late February to 35% now. The conflict has also contributed to a worsening economic outlook and shaken his former supporters.
According to the CNN Poll of Polls, 64% of Americans currently disapprove of the way he is handling the presidency – a higher level than almost any poll during his first term.
Reasons for the decline in popularity
CNN identifies several key factors.
First, the way he governed. Trump has acted as a full-time leader, even though he won only a plurality of the vote. He has undertaken often unpopular policies and pushed through measures that many Americans consider excessive.
Second, the economy and the cost of living. Tariffs and the war with Iran have pushed prices up, including gas above $4 a gallon. Approval of economic management has fallen to 31%, while over 70% of Americans express dissatisfaction with the cost of living.
Third, priorities. Polls show that most Americans believe Trump has not done enough to lower prices and has not focused on the country's main problems.
Fourth, perceptions of competence. While a strong economy boosted his image during his first term, confidence in his decision-making ability, especially on foreign policy, has now eroded. According to the Pew Research Center, at least 60% of Americans have no confidence in his ability to run the government, use military force, or cooperate with Congress.
Concerns about his mental health have also increased after several verbal gaffes. A recent poll showed that 61% of Americans and 30% of Republicans believe he has become "unstable with age."
The importance of approval for elections
Midterm elections are often seen as a referendum on the president. Historically, presidents with low approval ratings have suffered major losses in Congress.
Examples include Harry Truman in 1946, Lyndon Johnson in 1966, Ronald Reagan in 1982, Bill Clinton in 1994, George W. Bush in 2006, Barack Obama in 2010, and Trump himself in 2018.
In contrast, presidents with over 60% approval ratings usually have minimal losses or gain ground.
