A secret contract with Venezuela has opened a legal process that could expose dangerous ties between the American political elite and the Maduro regime. The long-standing friendship between Marco Rubio and David Rivera is turning into a drama that could shake the foundations of power in Washington. The beneficiary of the unregistered lobbying also turns out to be Trump's current chief of staff, Susie Wiles.
Marco Rubio is preparing to go to court. The Secretary of State has been called to testify against a close friend and political associate from his time as a Florida congressman in a trial on foreign influence charges that is expected to involve some of the most powerful figures in Washington.
The defendant, David Rivera, has been a friend of Rubio's for more than two decades.
Rubio and Rivera have campaigned and served together in the Florida House of Representatives, where they earned the nicknames “Batman and Robin.” Rivera played a major role in encouraging Rubio to launch his difficult campaign for Senate and supported him throughout the race.
Their friendship went beyond politics: they took out a joint loan for a house, and Rivera was present at the hospital for the birth of Rubio's four children.
But while Marco Rubio has moved onto the national and international stage, David Rivera has been dogged by allegations of corruption and dirty deals - allegations that are now seeping into Washington and causing trouble for some of the most influential people in the country.
The case Rubio will testify on is one brought by the Trump administration itself. Rivera, who has been the subject of multiple FBI investigations for bribery and illegal benefits during his time in Florida politics, is now accused of acting as an unregistered agent of the Venezuelan government.
In 2022, Rivera was arrested and charged by the Department of Justice with violating the Foreign Agents Registration Act (FARA), which requires any American “whose activity is supervised, directed, controlled, financed, or subsidized” by a foreign government to register and declare their lobbying activities.
The problem is related to a giant $50 million contract that his consulting company, Interamerican Consulting Inc., received in 2017 from Citgo, the American subsidiary of Venezuelan state oil company PDVSA.

Por Rubio nuk është i vetmi që Rivera duket i gatshëm të përfshijë në këtë betejë. Një nga kontaktet e tij ishte Raúl Gorrín, president i Globovisión. Sipas dokumenteve gjyqësore, Gorrín ndihmoi në sigurimin e kontratës së Citgo-s dhe shërbeu si lidhja e Rivera-s me qeverinë venezueliane.
Ai mori miliona dollarë në ryshfete nga Rivera për shërbimet e tij. Ndërkohë, Globovisión punësoi firmën lobuese Ballardson Partners për të zgjeruar biznesin në SHBA - një kompani e drejtuar pjesërisht nga Susie Wiles, shefja e kabinetit të Trump-it.
Dokumentet tregojnë se Wiles dhe Gorrín komunikuan gjerësisht, me rreth 400 faqe materiale të përfshira në dosje. Avokatët e Rivera-s kanë kërkuar që Wiles të dëshmojë mbi aktivitetet lobuese të Ballardson Partners për Gorrín dhe interesat e tij biznesore.

Edhe pse Wiles dhe firma e saj nuk akuzohen për shkelje, nënkuptimi është i qartë: Ballardson Partners nuk u regjistrua si agjent i huaj sipas FARA-s. Nëse Rivera shpallet fajtor, kjo mund të sjellë vëmendje shtesë mbi aktivitetet e të tjerëve në orbitën e Trump-it.
So far, the case has passed without much national fanfare, but Rivera's legal team (which includes David Markus, the lawyer who defended Jeffrey Epstein's associate Ghislaine Maxwell) is trying to bring it into the spotlight.
