SHISH and SPAK documents reveal systematic smuggling of drugs through "humanitarian" authorizations from the Ministry of Health, while the government remains silent and justice drags out the investigation into the network that covers over 70% of the drug market in Albania.
On December 13, 2024, a week after BKH submitted to SPAK the investigative file with evidence of drug smuggling and money laundering committed by Dorian Sadiku through the companies "Delta Pharma", "Delta Holding", "Bondes Holding", "Novartis" and "Metro Farmaci", the latter organized the "Pharma-Horizon 2025" conference on behalf of the "Union of Pharmaceutical Business" (UBF) association, where he appointed himself chairman.
Minister of Health Albana Koçiu also participated in this activity, although she is fully aware of the investigation in question, including authorizations for customs exemptions and controls, previously issued by the ministry she heads, as well as by former ministers Ilir Beqja and Ogerta Manastirliu.
The companies owned by Dorian Sadiku, where he is the sole shareholder or a partner with his brother-in-law, Kliti Hoti, a DP MP, elected from the closed list on May 11, 2025, deal with the import and trade of medicines and medical materials, where around 50% of the products are suspected of being smuggled in, with false documents or without documents at all, corrupting customs.
According to a SHISH report, submitted to the Prime Minister, the police, the prosecutor's office and SPAK, eight months after the inspections at "Delta Pharma" and the pharmacy network, it turns out that Dorian Sadiku continues smuggling through a line authorized by the government itself.
This smuggling is carried out by importing medicines with false information about production, brand, certification and origin, under the pretense that they are "contributions to humanitarian needs".
The permits for this have been issued by the Ministry of Health since January 2014, on behalf of the Pharmaceutical Business Union (UBF), a structure where Dorian Sadiku has a leading role and consists of 20 companies that own 70% of the pharmaceutical market and 80% of state tenders.
Some of these medicines, brought into the country under the pretense of aid, are then smuggled to Kosovo, Montenegro and North Macedonia, through the companies "Delta Pharma", "Metro Farmaci" and "Novartis Albania-Kosova", the latter until recently under the direction of Kliti Hoti.
According to the investigation, the amount of legally imported medicines constitutes only 30% of those that Sadiku and Hoti have put on the market. In many cases, these companies have won public tenders with smuggled medicines, while the Ministry of Health and customs have no official evidence on the real amount of medicines imported in the name of aid, nor on their final destination.
In addition to the “Union of Pharmaceutical Business”, this scheme also includes the “Albanian Association of Pharmaceutical Representatives”, whose chairman is Kliti Hoti.
