The ballot as proof of the legitimacy crisis: the Rama-Berisha agreement bill
The May 11 election process is no longer simply a political farce, but is now a technical absurdity. The electoral law, in addition to being built on dirty deals and agreements, has also produced one of the most grotesque deformations of the citizens' vote: a ballot that respects neither logic, nor the law, nor the voter.
According to the principles of the Electoral Code, each district has a certain number of mandates for deputies. The Tirana district, for example, has 37 mandates. According to the law in force, 1/3 of the candidates must be on a closed list, i.e. predetermined by the party and unchangeable by the vote. But in an attempt to distort this rule, the legislators have introduced pure legal nonsense: they have written in the text that 3/3 of the candidates are on an open list, which constitutes a logical and legal contradiction.
As a result, instead of having a normal list of 37 candidates, of which 12 preceded the closed list, today citizens are faced with a ballot with 49 names, all on the open list. Not only is this ballot a challenge for every voter, but it is also an attempt to hide the real value of the vote in confusion.
This problem has not only occurred in Tirana. In every district of the country, the same absurd formula has been applied: names have been artificially added, lists have been expanded beyond logic, and everything has been done to create maximum confusion. All this not to increase representation, but to maintain power and better control the result through distortion.
This is what happens when elections are administered by parties that fear the freedom of the vote. This is what happens when the Electoral Code is not a democratic contract, but a private contract between Edi Rama and Sali Berisha.
Today, even the ballot paper is proof of the crisis of legitimacy. And when even the technique fails, then the elections are no longer a process, but a fraud with signatures and stamps./ Pamphlet
