It had never happened that the President of the Republic was forbidden to address the Parliament at the beginning of the season. Since the time of Ramiz Ali, the public address of the head of state has been an institutional routine.

A normal state follows the permission of the routine institutional protocol even in its worst days. To show it works. When any gear gets stuck, then the machine stops.

This is what happened on Monday, when the President of the Republic could not address the Assembly, as planned.

Imagine, if the president of the USA had to give a speech in the Assembly, and the deputies of the Forum obstructed him. In all likelihood, there would be no more Parliament the next day. However, in the case they are talking about, the head of the Assembly, Lindita Nikolla, swallows it with a glass of water, as if it were a simple throat blockage. In fact, we are facing a scandal. A Parliament that cannot function in an address to the Parliament, that institution has finished functioning. And this is already a fact.

Parliament does not function, except for majority numbers in forced votes. But this is not a solution. Parliament is not a body that rapidly rubber-stamps administrative or legal acts.

Parliament is the country's highest institution, where it not only debates, but also calls to account all institutions that derive from it. If he doesn't do it, he really hasn't done it, that hall is no longer the Assembly. It has lost its function.

The Albanian parliament is not like that. It can be called an extended meeting of the government, the Assembly of the SP, or whatever you want, but it cannot be Parliament.

The Prime Minister, who has a Constitutional obligation to be controlled and judged by the Assembly, goes there simply for his vote as a deputy. But the Parliament is the Constitutional body that calls to account the Council of Ministers. At the very least, the prime minister and members of the government are obliged to be present at every session, like a defendant or person under investigation who participates in a court session.

For the government, every session of the Assembly is a judicial session that requires accountability, of course not criminal, but constitutional on the work of the government.

It does not happen that a prime minister of Great Britain or Germany is absent from the Assembly. Otherwise, there is no constitutional legitimacy.

President Bajram Begaj has done very well to give his word for the Parliament from the Presidency, but realistically, politically and institutionally, he must prepare the decree for the dissolution of this Parliament.
