William Joseph Burns was born on April 11, 1956 in Fort Liberty, North Carolina, USA. He attended high school in Camp Hill, Pennsylvania, and then studied history at La Salle University, graduating in 1978.

He received his doctorate from Oxford on a Marshall Scholarship and was a member of the men's basketball team.

His father is William F. Burns, former United States Army Major General and Deputy Assistant Secretary of State for Arms Control.

He was director of the US Arms Control and Disarmament Agency in the administration of President Ronald Reagan. He was also the first US special envoy for denuclearization negotiations with former Soviet countries

Burns is married to Lisa Carthy, a former diplomat and current senior UN official. They have two daughters.
