On July 15, 2020, the government created an anonymous company, called the State Investment Corporation under the Ministry of Finance, with the objective of finding powerful domestic and foreign investors and supporting them with state assets, presenting them as a European model.
In fact, this corporation was created as a mask for the theft of public assets, through donations to friends, oligarchs, family members, partners and clients of Bablok and the rulers, with intermediate decisions, who have also been presented as allegedly strategic local and foreign investors. .
For each investor's support, the state corporation has the right to receive a percentage of investment, in the form of a partnership and payment of fees as much as 3% of the investment made in land, land and state facilities, and the government even gave it 2 billion lek funds to start.
But the balances of the 3 years 2020-2023 show that the investment corporation came out with nearly 2 million Euro losses, while according to information from the Ministry of Finance, the balance of 2024 is expected to come out with a 1.5 million Euro loss.
So, the state corporation that has donated nearly 10 billion Euros of public assets to ordinary investors, strategic investors and those with "1 Euro" contracts; in 4 years of its work and activity, it has come out with 3.5 million Euro losses, when it should have declared at least 200 million Euro profits.
After the creation of the black pit with losses and without conducting any audit, this corporation, with Government Decision No. 30, dated January 17, 2024, was removed from the Ministry of Finance, and the "pig in a bag" was transferred to the Ministry of Economy, Tourism and Innovation, with management and internal control status without separate accounting.
During 4 years of activity, 3 directors were removed from this corporation; specifically, Ermal Frashëri, Lorena Goxhobelli and Gladis Shehu, while now the director is Elira Kokona, lawyer of Prime Minister Edi Rama, deputy and friend of Engjëll Agaçi, former Secretary General in the Ministry of Justice and Secretary General of the Ministry of Culture.
On the board of the corporation, there were senior officials of the government, the state attorney's office, deputy ministers, central directors and deputies of the SP, who were changed every 4-6 months, such as Adelina Xhemali, Majlinda Dhuka, Etjen Xhafaj, Arlind Gjokutaj, Mimoza Selmani, Odeta Barbullushi, Martin Kajo, Enkelejda Muçaj, Olta Manjani and 3 foreigners who are friends and customers of Bablok..
While the current chairman of the board appointed on April 25, 2024, is Risena Xhaja, former Director of the Durrës Cadastre, former N/General Director of the Cadastre, former General Secretary of the Ministry of Culture and recently, General Secretary of the Ministry of Finances.
