We had become accustomed over the years to his statements, according to which he had defended the institution of the prime minister's office, although in all world literature the building is not an institution but bricks and mortar and for these cases there are regulations on how to act when the head is not at the headquarters or when he is at the headquarters, where he is evacuated immediately.
We are not entirely clear what forced former Democratic Prime Minister Sali Berisha to finally publicly admit that the killing of 4 then-opposition demonstrators on January 21, 2011 in the middle of the boulevard in front of the prime minister's office was a state murder!
For the sake of truth, Berisha was outside the building when the protesters gathered, but he insisted on entering the 'tower', and even provoked them from the window of the prime minister's office, complicating the situation. There are photos of this! However, we emphasize that the building is not the 'tower' of any prime minister! They are temporary there, they come and go!
Berisha in the television studios, they are in voice and image and the videos are easy to find, has declared that he could kill not 3 but 3 thousand demonstrators, if the fence of the prime minister's building was crossed, a fence that no longer exists today. He had even threatened the former leader of the opposition at the time, Edi Rama, today the country's prime minister, that if he took a step forward on January 21, that he had ordered 4 snipers who were positioned on the terrace of the prime minister's office, to shoot him in the head! The leader of the opposition in a word! And the order had been given by him, Sali Berisha himself!
After boasting for years that he has provided enough material for even the most ordinary prosecutor in this country, which would serve as evidence to initiate a criminal investigation against the former prime minister of this country for ordering political assassinations of the opposition leader, and at the same time after being faced with the blunt decision of Strasbourg that returned the case, which has already been passed to SPAK, demanding the investigation and sending for trial those who gave the order for this massacre, as well as after being faced with the fact that SPAK prosecutors, no matter how much they have Berisha, have nowhere to play without officially closing the 'January 21' file, which came almost completely closed from Strasbourg, Berisha has finally admitted that 'January 21' was a state assassination! Better late than never! But he has pulled a 'tail' out of it!
He even tried to give an explanation 'alla Berisha' as to why he called the killing of 4 opposition demonstrators on January 21 a state crime! While declaring that they were killed by state employees, i.e. the Republic Guard, Berisha tried to play the ballistics specialist, underlining the fact that there could also be a bullet ricocheting, i.e. unintentionally and not intentionally!
The former prime minister, today the leader of the DP, explains according to his parallel reality when a state crime is committed intentionally or unintentionally. According to him, the killing of demonstrators on the boulevard by the Guard is not called an intentional state crime, because for him, 'it is classified as an intentional state crime'. An intentional state crime has its own rules when it is called, when the state takes an innocent person and shoots them. When the state gives an order for this or that, when it should never do that. An unintentional state crime is when it happens by ricochet, it happens out of duty, because the Guard had a law. I said it 5-6 years ago, that it is a state crime, an unintentional state crime".
These are Berisha's explanations, to justify the state crime with great intent, even on January 21, 2011, even though on that day he called these murders as murders among the demonstrators, even giving explanations through videos that he published to the media, how the gray-haired man near them, with a pistol in his hand, shot his friend and other things of this kind! Until the video came out that showed the guards shooting and killing the innocent demonstrators, not at the moment of the clash, but as they were dispersing!
But in the end Berisha came out where he wanted, exactly where he needed to come out, to the order. Concerned by the fact that the Strasbourg Court is categorically demanding the investigation and punishment of those who gave the order to shoot 'in the flesh' on the crowd, Berisha declares that "there was absolutely no order"! He opposes exactly what no SPAK prosecutor can avoid. So, giving the order to shoot, since the Guard does not shoot without an order. There are also wiretaps about giving this order, who said 'shoot in the flesh', an order that is heard linearly in the tape that has been made public, and where this tape is being investigated by SPAK!
And according to the law or all regulations, in a high-ranking institution, the order is given by the highest-ranking official in the institution where there is a clash, in that case it was former Prime Minister Berisha in the Prime Minister's Office building. Let SPAK reveal how the order from the former head of government to the former Minister of Interior Lulzim Basha prevailed, how the former head of the Guard Ndrea Prendi 'absorbed' the order by force, who beat Prendi as he appeared with a hematoma in his eye and who took his pistol to shoot the crowd 'in the flesh', taking the life of a demonstrator, who then changed the 'tools' of the pistol, who removed and erased the security cameras, who disappeared the evidence, who paralyzed the police and the prosecutor's office, who called it a coup and issued charges of 'boulevard whore' for the then chief prosecutor and 'boulevard villain' for the then president, who set up an investigation commission, who forced the doctors to say that the victims had been shot at close range and other things of this kind!
On July 15 of last year, the file of one of the January 21 murders, Aleks Nika, arrived from the Tirana Prosecutor's Office to SPAK, the only institution that has the jurisdiction and power to shed light on the role of Berisha, the 'January 21' Prime Minister, Lul Basha, the 'January 21' Minister of Interior, the head of the Guard, Ndrea Prendi, and every senior official involved in this state crime, a deliberate murder that can be said with full lips. There are also 'repentant' members of the Guard and politicians who have spoken out, and there is new evidence that has been obtained by SPAK, which is said to be investigating them. At least that's what we believe!
Therefore, SPAK officially registered the criminal proceedings for 3 criminal offenses, which are: "Murder in other qualifying circumstances" committed in collaboration against two or more persons and in a manner dangerous to the lives of many persons, "Abuse of office" committed in collaboration, "Committing actions that impede the discovery of the truth" committed in collaboration. SPAK said some time ago that 'January 21' is within its jurisdiction as it is suspected that the criminal offenses may have been committed by former senior state officials, while exercising their duties.
The charges are based on exactly what 'Strasbourg' ordered: To reveal those who gave the orders for the murders, why Berisha obstructed the investigations, why he cheated with security cameras, why he did not hand over the chain of command of the Guard and the police to the prosecutor's office and who killed Aleks Nika and Hekuran Dedaj, who have remained without a perpetrator. It can also be investigated why Berisha sent a bag of money to the brothers of one of the victims, who rejected it with disgust! Since Berisha says it was a state crime, but unintentionally, why did he have to bring money to not talk!
Now the 'ball' is in the hands of SPAK to investigate this state murder, finally accepted by Berisha himself. They can simply start by questioning Berisha first, call him once so that the apocalypse does not happen! Then let them ask Basha, we are sure that he will 'blow the whistle' Then all the others after them! The murder of four demonstrators in the middle of the boulevard in front of the prime minister's office cannot be passed off simply and only with 4 years in prison for a guard and the head of the Guard. There is more.
Strasbourg demands it, and apparently Berisha has also sensed that no special prosecutor can avoid the former prime minister's responsibility in these murders! No matter how well-intentioned he may have been and is in his direction! So Berisha is rushing to 'direct' the accusation of ordering the Guard to kill on 'January 21' through other channels! According to the theory 'accept a true thing, but modify it and surround it with some untruths'.
The 4 opposition demonstrators at the time were not killed with 'blind' bullets, they were killed on orders from above, and with real bullets, being shot 'in the flesh' by the Guard! No matter how long this case drags on, it can never be closed! The Strasbourg Court is in the middle! It won't let you move an inch!
