One of the most important parts of this strategy was precisely the placement on the list of those young or experienced politicians who were not in line with the doctor's position.

Since the objective in 2005 was to win the elections and return to power. Since the signals coming from important centers of power inside and outside the country were that a change of government was needed in the country.

This time, these power centers say the opposite, with international factors at the forefront. Apart from official Athens, which clearly has a desire for the political weakening of Edi Rama, there is no significant factor that demands the return of Sali Berisha. They even consider it a political nightmare for Albania.

This could happen with dialectics, thus seeking to maximize votes, however, a clearer balance of a distribution of primary winners, some on safe lists and some slightly lower, would show a political signal that things in the DP, although gloomy, also have a glimmer of hope, a light at the end of the tunnel.

But Berisha does not see this light, so he has decided that this light will be found by the winners of the primaries, leaving them in the slaughterhouse of personal preferences. In a party in political expansion or compactness, it is not easy to obtain personal preferences, since everything increases as a result of the enthusiasm of the base. But in a defensive situation to obtain the votes of only the militancy, it may happen that people outside the red line, namely the winners of the primaries, are put in a vice by the dome which will not allow lobbying to obtain votes within the militancy, but only in the gray area of ​​the electorate. Which makes normal lobbying to seek preferences impossible.

According to the experience of 2021, the transfer of MPs from areas outside the red line has only happened in a few cases, even in stable political areas such as the SP electorate. But this did not happen on the other side, except for the case of Luçiano Boçi in Elbasan.

However, the political signal is clear: Berisha is telling militants to vote for the slogan and the closed list deputies, while skeptics or the gray electorate should vote for the others.
