The votes from Greece didn't change a single mandate, from Italy maybe

Vlora was the only district that was influenced by diaspora votes.

Thanks to a decision by Ilirjan Celibashi, votes from Greece were set aside from the start of the counting of diaspora votes. For electoral statisticians, Celibashi's decision was welcome, because it created the opportunity to calculate the effect of votes from Greece on the mandates of the 12 districts.

And the statistical comparison of the mandates that were before the counting of votes from Greece began, with the mandates that resulted after their counting, shows that the votes from Greece did not change ANY MANDATES! They made the race very interesting in the Lezha District (which ended with a photo finish), but they did not change the distribution of mandates in the district. The votes from Greece somewhat deepened the lead of the first party in some southern districts – but that deep lead was there even without the votes from Greece…

Vlora was the only region that was affected by the diaspora votes. They caused a mandate to pass from the DP to the SP – but, oh, before the votes from Greece were counted! If Celibashi had decided that the envelopes coming from Italy would also be left aside, perhaps we would have found statistically that they could have changed a mandate in Vlora…
