The Special Prosecutor's Office, while requesting additional investigations into the role of Talo Çela in the murders of the Haxhia brothers in Durrës as well as Anxhelo Avdi and Dorian Shkoza, has accepted the prosecutors' findings on Nuredin Duman, who is being investigated for a large number of crimes starting from assassinations and destruction of property with tritol.
Duman turns out to have been involved in crimes according to SPAK since 2013 when he killed Fatmira Dedajn in September of this year in Durrës. Also, in the SPAK file, there are accusations against Duman for the murder of Talo Çela's brother, Bujar in Elbasan.
The file also shows several other serious crimes against Nuredin Duman, which according to SPAK are as follows:
"Premeditated murder", carried out for interest and for payment, to the detriment of the victim Fatmira Habili (Dedaj), occurred on 14.09.2013 in the city of Durrës, carried out in special cooperation, that of the structured criminal group, "Production , possession, purchase or sale without permission of cold weapons", in the form of possession, "Structured criminal group" and "Commitment of criminal offenses by structured criminal group and criminal organization", provided by articles 78/2, 279, 28/4, 333/a/2 and 334 of the Criminal Code;
"Premeditated murder" and "Illegal possession and production of weapons, explosive weapons and ammunition", "Structured criminal group" and "Participation in a structured criminal group" provided by articles 78/2, 278/1, 28 /4, 333/a/1 and 334 of the Criminal Code (murder to the detriment of the victim Emiljano Ramazani on July 20, 2020 in the 28 Nëntori neighborhood, Elbasan);
"Premeditated murder", to the detriment of the victim Bujar Çela, carried out on 17.09.2020, in Elbasan, "Unauthorized possession and production of weapons, explosive weapons and ammunition", carried out in special collaboration with the structured group criminal, provided by articles 78/2, 278/1, 28/4, 333/a/1 and 334 of the Criminal Code;
"Premeditated murder", carried out for interest, remaining in the attempt, to the detriment of the citizen Lulzim Masha (event that happened in Tirana) "Unauthorized possession and production of weapons, explosive weapons and ammunition", "Structured criminal group" and "Commitment of criminal offenses by structured criminal group and criminal organization" provided by articles 78/2, 278/1, 28/4, 333/a/1 and 334 of the Criminal Code;
"Providing the conditions and material means to commit murder", to the detriment of the citizen Indri Dokle, carried out in the special cooperation of the structured criminal group, "Structured criminal group", "Commitment of criminal offenses by the structured criminal group and criminal organization", provided by articles 80, 28/4, 333/a/1 and 334 of the Criminal Code;
“Shkatërrim i pronës me eksploziv” në dëm të banesës së shtetasit Talo Çela (ngjarje e ndodhur në datën 05.11.2020) dhe “Mbajtja pa leje dhe prodhimi i armëve, armëve shpërthyese dhe i municionit”, kryer në bashkëpunimin e posaçëm në formën e grupit të strukturuar kriminal, “Grupi i strukturuar kriminal” dhe “Kryerja e veprave penale nga grupi i strukturuar kriminal dhe organizata kriminale”, parashikuar nga nenet 152 dhe 278/1, 28/4, 333/a/1 dhe 334 të Kodit Penal;
“Dhuna në familje” në dëm të shtetases Blerta Bengasi (Ruçi), kryer në bashkëpunimin e posaçëm në formën e grupit të strukturuar kriminal, “Grupi i strukturuar kriminal” dhe “Kryerja e veprave penale nga grupi i strukturuar kriminal dhe organizata kriminale”, parashikuar nga nenet 130/a/1, 28/4, 333/a/2 dhe 334 të Kodit Penal;
“Vjedhje me dhunë”, në dëm të shtetasit Hamdi Sharka (ndodhur në fshatin Polizhan-Berat), kryer në bashkëpunimin e posaçëm në formën e grupit të strukturuar kriminal, “Grupi i strukturuar kriminal” dhe “Kryerja e veprave penale nga grupi i strukturuar kriminal dhe organizata kriminale”, parashikuar nga nenet 139, 28/4, 333/a/2 dhe 334 të Kodit Penal;
“Sigurimi i kushteve dhe i mjeteve materiale për të kryer vrasje”, në dëm të shtetasit Sokol Sanxhaktari, kryer në bashkëpunimin e posaçëm të grupit të strukturuar kriminal, “Grupi i strukturuar kriminal”, “Kryerja e veprave penale nga grupi i strukturuar kriminal dhe organizata kriminale”, parashikuar nga nenet 80, 28/4, 333/a/2 dhe 334 të Kodit Penal;
“Shkatërrim i pronës me eksploziv” në dëm të shtetasit Mustafa Subashi (ngjarje e ndodhur në Durrës në datën 29.01.2020) dhe “Mbajtja pa leje dhe prodhimi i armëve, armëve shpërthyese dhe i municionit”, kryer në bashkëpunim parashikuar nga nenet 152 dhe 278/1 dhe 25 të Kodit Penal;
“Sigurimi i kushteve dhe i mjeteve materiale për të kryer vrasje”, në dëm të shtetasit Elton Kila (i thirrur Oti), kryer në bashkëpunimin e posaçëm të grupit të strukturuar kriminal, “Mbajtja pa leje dhe prodhimi i armëve, armëve shpërthyese dhe i municionit” në banesë, “Mbajtja e municioneve luftarake, pa lejen e organeve kompetente shtetërore” në automjet, “Grupi i strukturuar kriminal”, “Kryerja e veprave penale nga grupi i strukturuar kriminal dhe organizata kriminale”, parashikuar nga nenet 80, 28/4, 278/1/4, 333/a/1 dhe 334 të Kodit Penal;
“Vrasja me paramendim”, për motiv hakmarrje, e mbetur në tentative, në dëm të shtetasit Arben Çeta (ngjarje e ndodhur në datën 14.11.2013 në qytetin e Elbasanit) si dhe “Prodhimi dhe mbajtja pa leje e armëve luftarake dhe municionit”, kryer në bashkëpunimin e posaçëm në formën e grupit të strukturuar kriminal, “Grupi i strukturuar kriminal” dhe “Kryerja e veprave penale nga grupi i strukturuar kriminal dhe organizata kriminale”, parashikuar nga nenet 78, 22, 278/1, 28/4, 333/a/2 dhe 334 të Kodit Penal;
"Theft with violence", to the detriment of the citizen Lirak Bajraktari, committed in Elbasan on 22.02.2011, committed in collaboration with the special form of the structured criminal group, "Structured criminal group" and "Perpetration of criminal offenses by the group structured criminal and criminal organization", provided by articles 139, 28/4, 333/a/2 and 334 of the Criminal Code;
"Theft with violence", to the detriment of the citizen Skënder Roshi, committed in Kavaja on 28.04.2011 committed in the special cooperation in the form of the structured criminal group, "Structured criminal group" and "Commitment of criminal offenses by the group of structured criminal and criminal organization", provided by articles 139, 28/4, 333/a/2 and 334 of the Criminal Code;
"Theft with violence", to the detriment of citizen Hamit Haxhia, committed on 11.02.2013 in the city of Durrës, committed in the special cooperation in the form of a structured criminal group, "Structured criminal group" and "Commitment of criminal offenses from the structured criminal group and criminal organization", provided by articles 139, 28/4, 333/a/2 and 334 of the Criminal Code;
"Theft with weapons in cooperation", to the detriment of the citizen Xhemali Liçi (event that happened on 19.12.2012 in the city of Elbasan), "Production and possession without permission of weapons and combat ammunition", carried out in special cooperation in the form of structured criminal group, "Structured criminal group" and "Commitment of criminal offenses by structured criminal group and criminal organization", provided by articles 140, 278/1, 28/4, 333/a/2 and 334 of the Criminal Code ;
"Theft with violence", to the detriment of the citizen Astrit Ademi, committed on 05.2013 in the village of Marikaj, Municipality of Vorë, committed in the special cooperation in the form of a structured criminal group, "Structured criminal group" and "Commitment of criminal offenses by structured criminal group and criminal organization", provided by articles 139, 28/4, 333/a/2 and 334 of the Criminal Code.
"Murder under other qualifying circumstances" , against two or more persons, committed more than once, to the detriment of the victims Dorian Shkoza and Anxhelo Avdia, which occurred on 03.02.2020 and Besmir Haxhia and Viktor Haxhia, that occurred on 04.27. .2020, "Illegal Possession and Production of Arms, Explosive Weapons and Ammunition" committed in special collaboration with a structured criminal group, "Structured Criminal Group" (in the role of creator) and "Commitment of criminal offenses from the structured criminal group" provided by articles 79/d/dh, 278/1, 28/4, 333/a/1 and 334 of the Criminal Code.
