Two wanted persons, Xhoni Hitaj, 31, and Marsel Lami, 29, are suspected of being the administrators of several fraudulent call centers recently busted in Tirana. The Tirana Court has ordered the security measure of "prison arrest" for both of them.
According to the investigation, Hitaj appears to have managed at least two call centers, identified during the operation conducted on April 13, 2026 in cooperation with Austrian authorities. One of them was located near the center of Tirana, at the entrance to Kavaja Street, while the other was near the Zoo.
One of these entities is suspected to have housed the office of the person considered to be the leader of the network, Granit Pepnika , who is still wanted. Investigators have raised suspicions that some of the entities registered with the Central Bank in Hitaj's name may be fictitious.
On the other hand, Marsel Lami appears to have managed, in different periods from 2023 to 2025, several call centers registered with different names and addresses, which, according to investigators, served to hide the real location of the activity.
Another person has also been arrested in this case, who is suspected of having worked for several years in these structures.
To identify the exact location of the call centers, investigators used wiretaps and tracking devices, revealing that the activity took place at addresses different from those officially declared.
