The repentant justice minister, Henrik Hoxhaj, testified in court today about the planning of an assassination attempt against Besmir Haxhije and the involvement of other names in the criminal world. He stated that he had drafted the plan together with Nuredin Duman.
Hoxhaj said that they had also discussed with Dumani about Altin Ndoci. According to him, Dumani claimed that these people were trying to attribute criminal events to him. During the pandemic, Tirana was empty and, according to Hoxhaj, Ndoci was staying in the Misto Mame area, where he was easily visible.
According to the testimony, they decided to kill one of the Haxhia brothers in order to have Altin Ndoci attend the funeral and then execute him. Dumani, according to Hoxhaj, considered all these people to be connected to Talo Çela. The main target was Besmir Haxhia. Hoxhaj stated that he had also taken photographs of the target. He added that he had stayed in Dumani's apartment for two days and that the driver was Klevis Alla.
Hoxhaj stated that Besmir Haxhia had several rented vehicles and ran a tourist agency. According to him, three Kalashnikovs and a short gun were provided for the assassination. He and Dumani were to carry out the execution. Initially, according to the testimony, it was intended that the murder would take place at a betting shop, but Hoxhaj objected due to the danger to innocent people.
The group then left in a Toyota-type vehicle with a luggage rack. Hoxhaj stated that he was carrying a Kalashnikov and a short gun. He added that they were wearing uniforms similar to those of the OFL and were using silicone masks. The incident occurred in the Shënavlash area. According to him, after seeing Besmir Haxhia driving with his brother, they decided to follow him. When the target vehicle was stuck in traffic, the perpetrators approached it from a secondary road and opened fire.
Hoxhaj stated that he and Dumani fired shots. Dumani got out of the car, but his guns jammed. Hoxhaj then got out and fired several shots, hitting the driver.
After the assassination, according to the testimony, the perpetrators fled towards Tirana. Hoxhaj said that they threw the hoods in Vora, while they left the weapons in the vehicle, which the driver took. He stated that he had received 35 thousand euros for this event. Hoxhaj emphasized that he had not had direct communication with the person known as Krymi.
After Klevis Alla's arrest, Hoxhaj said he had expressed concern to Dumani, but the latter had assured him not to worry. According to Hoxhaj, Klevis Alla later stated that Altin Ndoci and Talo Çela were behind the incident, a claim that, according to him, had surprised him.
Excerpt from the testimony:
Later we talked about Altin Ndoci. The reason was that Nuredin said that these people wanted to blame him for their events. It was Covid time. Tirana was empty. Ndoci had a house in Misto Mame, but it was conspicuous there and you couldn't find him. Then it was decided to kill one of the Haxhia brothers, so that he would come to the funeral and then be executed. According to Nuredin, these people were all together with Talo Çela. The target was Besmir Haxhia. It would have been Nuredin too. I think he also brought me a photo. I was with Nuredin. The driver was Klevis Alla. When I went for this event, I stayed at Nuredin's house for two days.
Besmir had several rental cars and a travel agency. For the event, we used three Kalashnikovs and a belt gun. Nuredin and I were going to be the executioners. He wanted to do it at a betting shop, to call him there. I refused. I told him: there are too many people, people will be killed in vain. Later, we left in a Toyota with a luggage rack. I had a Kalashnikov in my hand and a short gun nearby. We were dressed like OFL uniforms. We also had silicone masks, but I didn't wear it. We left the house for lunch. In Shënavlash, when his car passed, our driver saw that he was with his brother. He told Nuredin that he was with his brother. "Good," he said, "we'll kill them." We followed them for a while. They were walking quickly. Then they got stuck in traffic. We pulled over and opened fire. Both Nuredin and I shot them.
Nuredin got out of the car. I told him why he was going out in vain, that they were out of ammunition. Nuredin's gun jammed, then his other one jammed too. Then I took the gun, got out and shot him several times. I shot the driver. The driver took us to Nuredin's car and we went to Tirana. We threw the hoods in Vora. We left the guns in the car, which the driver took.
I received 35 thousand euros for this too. I had no communication with Krymin. When I found out that Klevis Alla had been arrested, I said to Nuredin: “What are you doing, you have us on your back.” Nuredin said: “Don’t worry.” When he was caught, he said that Altin Ndoci and Talo Çela were behind it. I was surprised and said: “What does he say?”.
