On October 2, 2025, SPAK confirmed what had been rumored for years: the looting of land in the Lalzi Bay by gangs. The dominant group seems to be Aleksandër Lalho's group, alias Pëllumb Muharremit, the terror of Sukthi known by the nickname Rrumi.

Inside Story will bring exclusive materials that reveal that the robberies go far beyond the materials in the file finalized by SPAK. But how did these traces come to light…

On November 1, 2019, Aleksandër Laho was the victim of an assassination attempt, where he was injured along with former prosecutor Arjan Ndoja, today a member of parliament for the Democratic Party. Unfortunately, Ndoja's driver, 23-year-old citizen Andi Maloku, lost his life in the assassination attempt. The injured were transported to the hospital by citizen Stiven Meziu. The prosecution seized 3 phones from the latter's car.

One of them had a memory card where a considerable number of documents and practices related to numerous properties worth millions of euros in Lalzi Bay were stored.

" From the examination of volume 4 of cadastral zone 2375, Lalëz, Durrës, it resulted that the above assets presented a problem in their registration, which and the register sheets of volume no. 4 where these assets were registered, had corrections in the cadastral entry, which leads to reasonable suspicion that the content of the volume sheets where the assets were registered is falsified ," the investigative file states.

In the numerous documents seized, a very interesting name stood out, that of citizen Pal Secuni. The same character about whom, a few years ago, we reported in the investigation that he had a conflict over property with Lebanese citizen Fadi Mitri. The latter is suspected of having been raped by Rrumi of Sukthi. Precisely, in the phones seized after the assassination attempt where he miraculously escaped, Rrumi possessed documents for the land claimed by Pal Secuni.

Once, after being accused of raping a Lebanese businessman, Rrumi had denied authorship of the crime. But in 2011, he left his mark by participating in a protest in Lalzi Bay against the investment of Fadi Mitri, and in support of Pal Secuni. An elderly man who had in his name a 45 thousand square meter land on the picturesque coast, worth millions of euros.

"On February 25, 2021, Vullnet Muça writes to Rrumi that he will meet Ben to give him the names and volumes that the prosecution has received. Today it is a fact that this statement from a decade ago was a fraud. He was threatened or benefited from something, this cannot be said. But the prosecution suspects that the old man was the fictitious name of a land robbed through maneuvers and forgeries. In fact, in this case the scheme goes even higher, having in his favor even decisions from the Durrës court.

For years, Rrumi i Sukthit has been considered the number 1 character in the alienation and usurpation of lands in the tourist areas of Durrës, mainly in the Bay of Lalzit and Cape Rodoni. De jure, his name did not appear on any property. But, there are many prestanomas that hid dozens of hectares of land alienated by one of the most fearsome criminal groups. The investigative file reveals only some of the properties that are today under seizure.

" The abuse did not start only with these people, they found support from those in power, former rulers who dealt with land allocations, elders, mayors, heads of district cadastral sectors, mortgages, judges who dealt with these issues ," said Gjergji Begaj, a property expert.

"It was understood that the criminal group, with their power, not only destroyed the registers but also created a chain of falsification of old documents, land deeds since the Ottoman era, and for this reason a stalemate was created that led to bloody conflicts ," said former Serious Crimes Prosecutor Eugen Beçi./ InsideStory
