The Special Court of First Instance has sentenced Shkëlzen Daci to 8 years in prison, accused of drug trafficking and participation in a criminal organization.
Daci was initially sentenced to 12 years, but received a 1/3 reduction due to the shortened trial.
Daci was one of 28 people arrested in July 2021, as part of Operation "Spirit". The arrested group was part of a criminal network involved in drug trafficking.
Announcement of the GJKKO:
1. The Special Prosecution Office against Corruption and Organized Crime has submitted to the Court the request with the subject matter: “Trial of the criminal case pertaining to criminal proceedings no. 36/2 of 2019 (238 of 2017), with the defendant Shkëlzen Daci, accused of committing the criminal offenses “Drug trafficking”, in collaboration within the framework of a structured criminal group, “Structured criminal group”, “Committing criminal offenses by a criminal organization and a structured criminal group”, provided for by articles 283/a/1, 28/4, 333/a/2, 334/1 of the Criminal Code”.
2. The trial of this case was conducted under the rules of summary trial. At the end of the trial, the Special Court of First Instance for Corruption and Organized Crime, with a panel composed of judges Alfred Konomi, Sokol Pasho and Migena Laska, by decision No. 60, dated 29.09.2025, decided:
1. The guilty plea of the defendant Shkëlzen Daci for committing the criminal offense of "Trafficking in narcotics", in collaboration with a structured criminal group", provided for by Article 283/a/1, 28/4 of the Criminal Code and based on Article 334/1 of the Criminal Code, his sentence to 12 (twelve) years of imprisonment.
2. The guilty plea of the defendant Shkëlzen Daci for the criminal offense of "Structured criminal group", provided for by Article 333/a/2 of the Criminal Code and his sentence to 3 (three) years of imprisonment.
3. In application of Article 55 of the Criminal Code, in conjunction with the sentences given, the defendant Shkëlzen Daci is sentenced to a single sentence of 12 (twelve) years of imprisonment.
4. In application of Article 406/1 of the Code of Criminal Procedure, 1/3 of the sentence imposed is reduced and the sentence of the defendant Shkëlzen Daci is reduced to 8 (eight) years of imprisonment.
5. In application of Article 14 of Law No. 8328 dated 16.04.1998 “On the rights and treatment of prisoners and detainees”, as amended, the defendant Shkëlzen Daci shall serve his sentence in a high-security prison.
6. Procedural costs are borne by the defendant.
7. The Special Prosecution Office against Corruption and Organized Crime is charged with the execution of this decision.
8. An appeal against this decision is allowed within 15 (fifteen) days at the Special Court of Appeal for Corruption and Organized Crime, starting from the day after the notification of this decision.
