The Criminal Court has left in force the security measure "prison arrest" for Safet, Behar Bajri and Astmer Bilali.
Safet Bajri was arrested on Friday in Shkodra and later transferred to Tirana. They are accused of the murder of Fatbardh Lici, which occurred in August 2018 in Shkodra, and of participating in a structured criminal group.
According to SPAK, the three suspects allegedly executed their opponent's uncle, Ibrahim Lici, as an act of revenge for the murder of their friend, Boran Bërcana. The latter was executed inside his car, along with his partner, Silvi Ndoci.
Although the police at the time suspected that the incident was related to conflicts between the Lici and Bajri tribes, they did not provide evidence to identify the perpetrators.
On the other hand, Safet Bajri's name is well-known to the police and justice. In September 2018, Safet Bajri was arrested in Tirana by order of the Serious Crimes Prosecutor's Office for several criminal offenses as part of Operation Oaz, starting with leading a criminal organization, murder, drug trafficking, money laundering, and sports betting.
Along with Bajri, 10 other people were also arrested, including Astmer Bilali and Behar Bajri, for whom another security measure was set this Friday. But 2 years after the arrest, the special prosecution could not prove the charges of a criminal group and international drug trafficking or other offenses and therefore transferred the file to the Shkodra prosecution, accusing Safet Bajri only of fixing sports bets.
On the other hand, he was on the list of Belgium's most wanted persons, sentenced to 9 years in prison as the head of a criminal organization for drug trafficking and prostitution. Because the Albanian authorities have signed an agreement with the Belgian ones regarding the recognition of sentences, it was the Shkodra court that recognized Bajri's sentence, while in March 2023 he was released on parole from Fier prison after serving 2/3 of his sentence.
