Amnesty is a Constitutional right that the Parliament has, but it is not an obligation, it may not be done, or it may be postponed for another time.
Looking behind the scenes, what has happened is a broad action, a high-level Bazaar, which has had before and now endless discussions and negotiations.
What has happened is this: A ready and formidable body has been created in the Assembly with 111 votes, which just passed the first test of its compactness.
This 111-voting body voted yesterday without reading or debating anything of what they approved, but simply what their respective bosses brought.
The SP has prepared the preliminary draft, through the Ministry of Justice, which did not provide for the easing of penalties for criminal offenses involving corruption. Meanwhile, Gazment Bardhi has submitted the amendment, which clearly includes the easing of punishment for all those who have been convicted for passive or active corruption. The amnesty excludes all those convicted officials who are subject to the GKKO, i.e. from the deputy minister and above.
The law is expected to be analyzed in the Ministry of Justice, which will then draw up the exact list of who is released and whose sentence is reduced.

Both Sali Berisha and Edi Rama have a big problem today, and this is SPAK. To solve it together, to say "stop", as Manjani says, they have the Parliament. Yesterday they combined the votes in a law that did not solve many problems. But it is the first step to constitute this 111-vote body, which resembles the Nano-Berisha pact, after the election of Moisiu President. Where everyone got what they wanted.
