If you carefully observe what happened yesterday in the Assembly with the amnesty law, you clearly understand that it was not at all the intention to relieve some prisoners or detainees in a humanitarian way.
Amnesty is a Constitutional right that the Parliament has, but it is not an obligation, it may not be done, or it may be postponed for another time.
Looking behind the scenes, what has happened is a broad action, a high-level Bazaar, which has had before and now endless discussions and negotiations.
What has happened is this: A ready and formidable body has been created in the Assembly with 111 votes, which just passed the first test of its compactness.
This 111-voting body voted yesterday without reading or debating anything of what they approved, but simply what their respective bosses brought.
The SP has prepared the preliminary draft, through the Ministry of Justice, which did not provide for the easing of penalties for criminal offenses involving corruption. Meanwhile, Gazment Bardhi has submitted the amendment, which clearly includes the easing of punishment for all those who have been convicted for passive or active corruption. The amnesty excludes all those convicted officials who are subject to the GKKO, i.e. from the deputy minister and above.
The law is expected to be analyzed in the Ministry of Justice, which will then draw up the exact list of who is released and whose sentence is reduced.

For a long time, the opinion has been being prepared on various screens, by people who have been attacking SPAK and the Americans for years, that the Parliament should teach a lesson to the prosecutors.
Ylli Manjani said bluntly last night to Erla Mëhilli, that the Parliament should give a strong answer and stop those who called them: "bad prosecutors and bad ambassadors".
This theatricality of the man who is the public enemy of the reform in Justice, is by no means a coincidence, or an isolated gesture.
But the signal and the creation of the opinion that something is happening, and the "Republic of Prosecutors" will not last long. As Edi Rama said some time ago that there is no Republic of Prosecutors, but Republic of Albania.
This 111th, which was inaugurated yesterday, has carried out a real constitutional coup in the Parliament of Albania. A group of tripartite "subcommittees" has been created from the SP and Foltorja, which will draft and negotiate for any law or act they will approve that requires more than 84 votes. Since the qualified majority laws, Codes; such as criminal, criminal procedure, etc., the Electoral Code, up to the amendment of the Constitution, are possible objects of the work of these illegal bodies. Which exclude or remove the Laws Commission, or other permanent commissions, which must make the approvals of the legal drafts before going to the session.
It is no wonder how Gaz Bardhi is being factored by Edi Rama, pleasing him as a person as well as all his ministers in the Assembly. A maneuver that does not require much thought to understand what it wants. Edi Rama is not just trying to get rid of Lulzim Basha and the official PD, the game goes further.
Both Sali Berisha and Edi Rama have a big problem today, and this is SPAK. To solve it together, to say "stop", as Manjani says, they have the Parliament. Yesterday they combined the votes in a law that did not solve many problems. But it is the first step to constitute this 111-vote body, which resembles the Nano-Berisha pact, after the election of Moisiu President. Where everyone got what they wanted. The first governed until 2005, as well as the coup of Fatos Klos and Edi Rama; and the second, entering the high power game to regain it on the table.
This time, the bargain is more difficult, since Sali Berisha with that mark on his forehead, when Rama tells him, cannot access power. But Berisha, more than power, prioritizes the punishment, especially of his son and daughter, while his deputies, starting from Bardhi, simply want to be re-elected again.
But Rama? To prevent SPAK from going higher as much as possible. As it is learned, the parties who meet with mediators, according to the formula of 2008: Bylykbashi-Gjiknuri, simply carry out the orders of the bosses. Who have yet to enter the big game of real shopping. The protest in front of the municipality of Tirana by the people of Berisha was, in all likelihood, a maneuver to show Rama that they are ready to hit those who do not stand up to them.
