
The General Secretary of the Freedom Party, Tedi Blushi, denounced this Wednesday what he described as a scandal that is happening with the reconstruction process.
From the pulpit of the PL, Blushi said that so far there are 1 billion euros in expenses, while thousands of citizens are still without homes even though more than 4 years have passed since the tragic earthquake of November 26, 2019.
"Even though more than 4 years have passed since the tragic earthquake, thousands of citizens have not yet benefited from the promised new housing.
Today they are between four roads and under the open sky, abandoned and forgotten by the Government and Prime Minister Edi Rama, who on December 30, 2019 promised them that within 2020 they would enter the new apartments and houses.
Almost a governing mandate has passed and the Ministry of Infrastructure and Energy now remembers to announce that 125 more buildings are waiting to be built, but without clarifying the deadline and the exact number of beneficiary families.
Tirana and Durrës continue to be open construction sites in several directions and no one knows exactly when this process will end.
The negotiation at the table, the lack of transparency from the Government and the municipalities, as well as the fragmentation of the program in some institutions, has made it impossible to understand what has been completed, what is in process and what remains to be done.
The only balance, evidence and "transparency" that "Rilindja" has produced for the reconstruction is that European generosity has been brutally wasted by governmental greed.
Even being misused as an electoral card in the parliamentary elections of 2021 and in the last local elections, when everyone remembers the Prime Minister, the ministers, the mayors and the "Renaissance" patronageists who waved the keys in their hands in front of the eyes of the unfortunates that the earthquake of left homeless by being blackmailed for votes.
The same electoral crime risks being repeated in the next elections.
From the beginning of 2020 and until the end of December 2023, the actual expenses for the reconstruction reach the staggering figure of about 885 million euros.
Meanwhile, for the year 2024, the Government has provided an additional fund of about 65 million euros. So about 1 billion euros of state spending when, meanwhile, thousands of citizens are still without a home.
The complete lack of transparency and accountability about where these hundreds of millions of euros ended up and why the citizens affected by the earthquake who were promised an apartment or a new house by Edi Rama still do not have their keys is criminal.
The social drama becomes even greater, referring to the fact that the Municipalities of Tirana and Durrës, have not in all cases paid the rent for these residents, leaving these families to make the payments themselves.
Without forgetting the flagrant cases of inequality in the treatment of families and abuses made public, through which people unaffected by the earthquake have also benefited.
The rampant clientelism and corruption of the Government, which waits for tragedies to steal funds, is the only reason why the reconstruction process has not yet been completed.
Edi Rama's preference to negotiate at the table with business, the adoption of a special clientelistic law by "Rilindja" and the rejection of an open competition, where competition would increase participation, would consequently lead to this situation.
This is the reason why the report of the European Commission for Albania clearly underlined that "the reconstruction expenses after the earthquake did not have transparency, as they were not integrated into the regular procedures of public finances".
It is no coincidence that the multi-storey towers in Tirana, where Edi Rama and Erion Veliaj are in the "partnership", will be completed in a few months, while the Government and the Municipalities have not laid a single brick for the single-storey houses and studio apartments in the halls.
The Freedom Party, showing solidarity and supporting all the residents affected by the tragic earthquake of 2019, who have not yet entered the promised new housing, calls on SPAK to immediately start investigations regarding the way of management and expenses 1 billion euros of the reconstruction process.
SPAK should immediately start investigations and bring to legal responsibility the managers, embezzlers and thieves of hundreds of millions of euros, who in the next elections are expected to use blackmail with houses to buy votes from citizens in trouble.
Silence in the face of this crime is complicity! Citizens are looking forward to the new houses! They want justice with impartiality and not with direction! Whoever stole the funds and left them homeless must give an account as soon as possible!" said Blushi.
