The head of the DP Parliamentary Group, Gazment Bardhi, accused the Speaker of the Assembly, Niko Peleshi, of violating the Rules of Procedure regarding the deadlines for the motion with debate requested by the opposition.
Bardhi stated that the Assembly did not respect the procedural obligations for setting the date of the motion, by postponing it beyond the maximum deadline of 30 days provided for in Article 89, point 2 of the Rules of Procedure. He linked this decision-making directly to the Speaker of the Assembly, describing it as a personal responsibility.
At the same time, Bardhi raised the issue of the lack of information on the list of laws related to the process of approximation with the European Union legislation. According to him, the opposition has requested this list more than 10 times at the Conference of Speakers, but the Assembly has not made it available.
The clash deepened after the statement of the head of the SP parliamentary group, Taulant Balla, who claimed that the opposition had not approved any of the 23 integration laws. Bardhi disputed this claim, arguing that the opposition was not aware of the inclusion of these laws in the integration framework due to the lack of transparency.
"The motion you just put to the vote, which is your personal proposal, is in violation of the Assembly's regulations. The regulations, point 2 of article 89 of the regulations, obliges you to propose when there is no understanding, to propose a date no later than 30 days. I know how your math calculates 30 days, 5 months. And you say that the motion should be held in the first or second, third week of May. This is your personal violation. To continue with the list that my colleague mentioned, it is a fact that when the opposition has requested something elementary from the Assembly, to make available to us the list of draft laws that will need to be approved for integration. We have requested it more than 10 times at the Conference of Speakers. We have been denied transparency to know what these laws are", he said.
