After the exclusive reporting the day before about the new affair where Ilir Beqaj is suspected to be involved, Lapsi.al learns other details from the new investigative file against the former minister and his close people at SASPAC, who are suspected of embezzlement duty and corruption. SPAK has discovered that the person under investigation, Ermal Kurtulaj, employed as coordinator of the "Eusair Facility Point" project, during the exercise of his duties, committed illegal actions by engaging in corrupt actions for profit purposes.
In a telephone communication with citizen Genci Shurdho, Kurtulaj asked him to invoice a payment of 35,200 euros for a service that was allegedly not performed.
"Yes, I need an answer now quickly so that I know that I need it, Iliri (Beqaj) is gone and he needs to sign some papers, that's why I'm saying," says Ermal Kurtulaj to the person Genci Shurdho in an intercepted conversation.
From this conversation, says SPAK, the suspicion is created that the invoice will be purely fictitious to justify spending the amount of 35,200 euros. But the citizen Genci Shurdho has not been able to issue this invoice, which Ermal Kurtulaj has secured in the company "Nine Services Int" Sh.pk with administrator and sole partner citizen Elton Marini.
As it turns out in other intercepted conversations during the period August-September 2023, Ermal Kurtulaj tells him that he needs other bills. On November 20, 2023, another bill worth 16,600 euros was issued by the company of citizen Elton Marini.
Part of the scheme, according to the SPAK file that Lapsi.al has seen, is the natural person Bledar Leka, who issued an invoice worth 20,000 euros for the account of "Eusair Facility Point" and was caught in wiretapping with the subordinate of Ilir Beqe's realtor. , Ermal Kurtulaj.
"Fix that bill today. I will take the nephew with a photo and to the contract and some descriptions, how we will write it, etc.", it is said in an overheard conversation between them. Similarly, in another conversation intercepted by SPAK, Ermal Kurtulaj asks the citizen Bledar Leka: "If we make yours from 15 to 20, can you do it or not?" ... and then we want to make it 20 so that you have the opportunity to close some other things with that, since you are VAT-free, right?"
Following the talks about other fictitious invoices for unfinished works/services, SPAK says, Ermal Kurtulaj asks citizen Bledar Leka for another invoice in November. "Do you have space for a 900 euro consultancy service?" Kurtulaj asks in another intercepted conversation.
Realtor Ermal Kurtulaj, who is suspected of acting on behalf of Ilir Beqaj according to the SPAK file, turns out to be the head and employee of an association called "Good Health", through which he transfers money for unfinished services. The employee of SASPAC, Mira Topçiu, in this case as a natural person, invoices her colleague in the same agency, invoices for consulting services worth several thousand euros.
As it results from the actions carried out between the subjects, but also in the communications carried out between Mira Topçiut, Bjona Ziaj, Dhurata Thanasi and Ermal Kurtulaj, they request the insurance of invoices in order to benefit from the amounts from these subjects, says the SPAK file. It is about an event on November 1, 2023, where Mira Topçiu communicates with Bjona Ziu and asks her to issue an invoice.
"From your physical person, I need a set for work, because we don't know how we will fix it because we will pay for this visibility event from our Kosovo program. I need someone to issue me an invoice. In other words, a person who will rent to us owes us some lek", says Mira Topçiu in the conversation intercepted by SPAK.
The voluminous dossier continues with other intercepts for a series of other invoices suspected of being fictitious for profit purposes. The key person in this new affair on behalf of Ilir Beqaj is his subordinate Ermal Kurtulaj. As SPAK has proven, Kurtulaj is an old acquaintance of Ilir Beqaj and his confidant, so much so that the car in which Beqaj travels is in the name of his subordinate. Similarly, according to the interceptions, it turns out that Ermal Kurtulaj behaves and acts as an administrator of the company that owns the restaurant "Gzona", where Beqaj was a shareholder together with his wife a few years ago, and where he continues to take money for lunches and dinners through the agency he ran.
If the accusations of SPAK will be proven and the persons under investigation will be taken as defendants, this is a unique case, where Ilir Beqaj, although he was under investigation for the sterilization affair, continued to abuse his duty and steal money from the SASPAC agency.
