Other details are revealed from SPAK's voluminous file on former Prime Minister Sali Berisha and his son-in-law Jamarbër Malltezi, as well as businessmen Fatmir Bektashi and Xhimi Begeja, related to the privatization process of the former Partizani complex.
The SPAK file, provided by Balkanweb, clarifies the scheme of how it was done regarding the return of the property, the privatization of the former complex and then the benefits.
Berisha is accused of passive corruption, Malltezi of corruption and laundering of the proceeds of the criminal offense, as well as charges have been brought against two businessmen, Bektashi and Begeja, so that they all get defendants.
SPAk claims in its file that Fatmir Bektashi for the objectives he seeks to achieve through the power of former Prime Minister Sali Berisha, specifically the return of property, against the benefit he will give as a myth (legal term), is read from the totality of the evidence of administered during the investigation, such as the initial undertaking by the citizen Jamarbër Malltezi of the return of the properties of the Begeja family and then, the gathering of the heirs of the five known owner families, undertaking the realization of all objectives.
The file includes the testimonies of the representatives of some former owner families, who confirm that Bektashi and Begeja had undertaken to finish the work, which included not only the restitution, but also the privatization with the ultimate goal of developing the property.

The requests of the citizen Fatmir Bektashi, for the objectives he seeks to achieve through the power of the citizen Sali Berisha, specifically the return of the property, against the benefit he will give as a bribe (legal term), is read from the totality of the evidence administered during the investigation, as the initial undertaking by the citizen Jamarbër Malltezi of the return of the properties of the Begeja family and then the gathering of the heirs of the five known owner families, undertaking the realization of all objectives.
The final return of the properties to all known owner families is done at the same time, which indicates the transition to another step towards the realization of the other objective requested by the citizen Fatmir Bektashi, the development of constructions. We would like to point out that the development of a larger construction area also brought benefits promised as a bribe.
On 21.11.2023 citizen Ervin Llagami stated that... " Fatmir Bektashi and Xhimi Begeja had taken over before us, the other members, that they would finish this work. They would be interested in this work, both the restitution and the privatization with the ultimate goal of developing the property...".
On 23.02.2024 citizen Blendi Marika stated that... " he represented the other family members who gave him power of attorney, in the meetings with the family members of the other former owner families. The meetings with the other former owner families at the beginning before the privatization were held in cafe and after privatization in the offices of the Partizani Football Club. As you remember, the request for the return of the land was made in a single request as this was the purpose of gathering together all the former owner families to act in the same way. time and in the same way… .
He met the citizen Xhimi Begeja for the first time in the meetings organized by the former owner families regarding the development of the property and this citizen was a representative of the Begeja family, who represented this family alone. From the Vagarri family, he remembers that the representative was the citizen Fatmir Bektashi, and the other families had, as he remembers, more than one representative...
On 22.11.2022, the citizen Igli Vaqarri, who stated that the Contact company was owned by Fatmir Bektashi, who was the owner of the land in the part of the Vaqarri family, he is the son of Igli's aunt, the son of Fitnet, and Fatmir had this the company that did constructions. Thus, having their man, they had talked about building construction on their shared property. ...Igli talked only with Fatmir regarding the request for the return of the property. In relation to the privatization, he declares that Fatmiri and all the other owners made the relevant documents in the department, such as the return of the properties, to the Ministry of Economy.
On 24.05.2022, citizen Muharrem Lika , heir of the Begeja family, declares that they met with citizen Jamarbër Malltezi only once, before the construction of the buildings started, to agree on the construction company, and as he remembers, there were about 10-12 people. where Gezim Begeja, Xhimi Begeja and Jamarbër Malltezi were present. The meeting took place in the local of the citizen Xhimi Begeja at the Albania Exhibition today, on the 13th floor, and it was discussed that the constructions would be carried out by Fatmir Bektashi's firm. Citizen Jim Begeja was mostly involved in these jobs....
Nervit Hoxha and Rajmonda Bekteshi appoint their brother, Bashkim Bekteshi, as their representative, where, among other things, they give him the right to appear before the Property Restitution Agency (see special power of attorney no. 9605 rep no. 1550 dated 05.09. 2006, No. 1108, Rep. No. 124/2 dated 21.10.2006).

For the Begeja family, although a number of powers of attorney were issued appointing the citizen Jamarbër Malltezi as their representative, in fact the citizen Bashkim Bektashi appears in the KKKP, based on the old powers of attorney he had (as a representative with power of attorney no. 1007 rep no. 262 col dt 13.03.2002) but being set as the contact address in the request [email protected], the email address of the citizen Xhimi Begeja, which was reflected as the deputy of the citizen Jamarber Malltezi.
The achievement of the Objectives, in this case, is evidenced by the use of powers, through the pressure of exercising the governing power of the citizen Sali Berisha. Shortly after the latter came to power, the citizen Bashkim Bekteshi submits in October 2005 the request for property return and:

Punishment of the politician's corruption, in the framework of the criminal offense of corruption, above all, aims to protect transparency, justice and impartiality in the decision-making process, from their corrupt maneuvers.
The achievement of the Objectives, in this case, is evidenced by the preparation of the conditions for the successful conclusion of the return of the properties, by exercising the power and its role in the proposal of draft laws, draft decisions, in cooperation with one's own political allies, and subsequently gaining power over the Property Restitution Agency, the appointment of trusted persons in key positions, using the powers of the latter, through the pressure of exercising his governing power.
Punishing the corruption of the politician, in the framework of the criminal offense of corruption, above all, aims to protect transparency, justice and impartiality in the decision-making process, from their corrupt maneuvers. In this case, the citizen Sali Berisha, in the capacity of the Prime Minister of R.Sh. with the duty to serve the citizens, has chosen to give the laws and by-laws the form that suits the interests of his family. / Balkanweb
